Summary of the contracting process

Leicestershire County Council is inviting new providers to join their Children and Family Services Standing List for Training Providers, as part of a procurement process aimed at enhancing training services across Leicestershire and the East Midlands. The tender, titled "Children and Family Services Standing List for Training Providers (2026 Reopening)," falls within the training services industry category. This procurement, currently in the tender stage, uses an open method suitable for below threshold competitions. Key dates include an enquiry period deadline on 26th June 2026 and a tender submission deadline on 8th July 2026, with services starting from 1st September 2026. This opportunity is structured into two categories: Early Years Inclusion and Child Care, and Governor Support and Development, both promising to enhance educational support within the region.

This tender presents an excellent opportunity for training providers, especially small and medium enterprises, to expand their reach and engage with public sector contracts. Businesses that specialise in Early Years education, Special Educational Needs and Disabilities (SEND), safeguarding, and governance development for schools will find this contract particularly fitting. With a strong emphasis on quality, businesses that offer innovative training solutions tailored to the educational sector stand to benefit, whether through virtual or in-person delivery. Participation in this procurement could help providers solidify their presence and improve their market access in the East Midlands educational training service industry.

Notice Title

Children and Family Services Standing List for Training Providers (2026 Reopening)

Notice Description

In 2025, the Council established a multi-category standing list for the provision of training services across Leicestershire and the wider East Midlands region. As we enter the second year of the four-year arrangement, existing providers will remain on the standing list. This reopening is intended solely to allow new providers to apply for inclusion. The standing list is divided into categories based on the type of training provided, providers can apply to cover Category 1 or Category 2. Please see tender documents for more information.

Lot Information

Category 1: Early Years Inclusion and Child Care (EYICC)

Leicestershire County Council Early Years Inclusion and Childcare Service (EYICS) have a statutory duty to secure information, advice and training for specific groups of Early Years and Childcare Providers on the following matters: * Meeting the requirements of the Early Years Foundation Stage (EYFS) * Meeting the needs of children with Special Educational Needs and Disability (SEND), vulnerable and disadvantaged children * Effective safeguarding and child protection

Category 2: Governor Support and Development (GSD)

Governor Support and Development (GSD) at Leicestershire County Council offers a training and development programme as a traded service for school governors, clerks and trustees who have bought in to the Council's scheme. The programme runs each year from April to March with approximately 12 sessions annually in total; however GSD only utilise an external trainer when sessions are not available to be delivered internally in-house. Providers are required to deliver all training sessions virtually by use of either their own purchased license for the professional zoom package or Microsoft Teams.
