Notice Description

Atlas & Immigration Caseworking is the Home Office's business-critical system used by caseworkers to manage the processing of visa and asylum applications. It also provides operational functionality for Border Force and Immigration Enforcement. The system has a requirement to 24 hours a day, 7 days a week availability, with updates and enhancements continually delivered to enhance functionality and capabilities. It underpins a range of critical national priorities and a significant amount of continuous improvement work driving strategic outcome delivery from the Caseworking Capability. The objective is a re-procurement to replace the following two incumbent contracts: * Atlas Caseworking Asylum * Atlas Caseworking Non-Asylum This new procurement is intended to replace the withdrawn procurement for Atlas Caseworking (Asylum & Non-Asylum) whose market engagement was conducted in March 2025 as itt_81818 under the GCA Technology Services 3 framework. Both those contracted services cover and provide Development and Level 3 Support to the Atlas Caseworking platform, a containerised Open-source Java microservice application deployed into AWS, which orchestrates workflow following Business Process Management processes, triggered by events, using agile release trains which group microservices for release. This procurement is expected to be conducted through a GCA framework. In addition to re-procuring these services, the objective of Atlas & Immigration Caseworking is to evolve and enhance the overall immigration caseworking operating model, with a greater emphasis on supplier accountability, collaboration, and strategic partnership. The Home Office will be going to market for supplier(s) who can provide the following services: * Experience in managing, delivering and supporting complex solutions in large agile product portfolios * Experience in multi-supplier ecosystems as integrator and/or partner supplier * Agility to quickly respond to changes required in development team capacity (increasing or decreasing resources) * Comprehensive skills in line with the current technology stack * Experience of managing and supporting Government applications and services, with appropriate Government compliant onshore resources and facilities, with potential for 24x7 monitoring and appropriate support capabilities; any offshoring would need to comply with strict Government security policy * Track record of innovation and leadership to drive continuous improvement * Ability to drive the convergence and the use of shared technology and resource * Commitment to use and integrate to client-side management tools for tracking and managing incidents, service requests, changes and problems * Ability to support frequent releases, comprising of multiple dev changes across services - for context, there have been 2500+ code releases across Atlas each year since 2021 Suppliers are requested to continue monitoring the original PMEN for any updates or further clarifications relevant to the current procurement. **The content of this Notice, including the nature of works and services including start date of contract, may be subject to change. This engagement is intended to inform the Authority's procurement strategy and does not constitute a call for competition. Participation in preliminary market engagement will not be taken into account in any subsequent procurement process.**

Planning Information

The Atlas & Immigration Caseworking team intends to carry out an initial phase focused on gathering market feedback during June & July 2026, with a potential second phase focused on validating strategy with one-to-one market insights to be considered between July & September 2026. Further phases may be included or cancelled in advance of any formal procurement launch at the discretion of the authority. Should we proceed to the second phase, it is our intention to invite those suppliers that express an interest in this opportunity. In the event of high demand, we reserve the right to limit attendance to ensure fair and manageable engagement. Where attendance is limited, efforts will be made to ensure a representative cross-section of the market is included. Participation in one-to-one engagement will be determined at the Authority’s discretion, having regard to the need to ensure a fair and proportionate representation of the market. Selection will take into account factors such as full and complete responses to any Requests for Information, particularly feedback that highlighted innovative approaches or added value, supplier size and supplier capability. The Authority will take reasonable steps to ensure that the engagement process does not distort competition. Information shared during engagement will be managed in a transparent manner, and anything relevant to the tender will be captured into the tender materials. Suppliers who are unable to attend will not be disadvantaged in any future procurement and will be provided with access to any relevant materials or outputs from the engagement session. Request for Information (RFI - Round 1): RFI live – 18 June 2026 RFI response deadline – 16:00 BST on 3 July 2026 Clarification window closes – 16:00 on 1 August 2026 Please Note: The dates above are indicative and are subject to change. This is an open process, and the Home Office welcomes any new suppliers that have joined at a later stage. The Home Office will ensure suppliers have full visibility of all activity to-date. Please ensure you have read the full participation process below. Participation Process 1. Initial Set-Up To express an interest, participants must first be registered on the Home Office eSourcing Suite. If you have not yet registered, this can be done online at https://homeoffice.app.jaggaer.com/web/login.html by following the link. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering and who will be entering into a contract if invited to do so. The Authority will collect and review clarification questions received. The Authority will determine which questions are relevant and appropriate to answer at this stage of market engagement. Where the Authority considers that a question is commercially sensitive, supplier-specific, outside the scope of the engagement, or where answering it could distort competition, the Authority may decline to answer it. 2. Expression of Interest Suppliers interested in participating in this market engagement should access the relevant event through Jaggaer and complete the Non-Disclosure Agreement ("NDA") made available by the Authority. Completion and return of the NDA will be treated by the Authority as the supplier's expression of interest in participating in the engagement. In order to attend the virtual industry day session live, the NDA must be completed by 15:00 on 19 June. The NDA is required so that the Authority can share additional background information with suppliers in a controlled manner. Suppliers will not be provided with access to the Background Note or any further detailed market engagement material, nor be able to attend the virtual industry day, until the NDA has been completed and accepted by the Authority. The purpose of the Background Note is to help suppliers prepare for the virtual industry day and to support informed clarification questions and feedback. Virtual Industry Day The Authority intends to hold a virtual industry day on: Date: 22 June 2026 Time: 11:00 Format: Virtual meeting Duration: 90 minutes The virtual industry day will provide suppliers with an overview of the potential requirement and the proposed market engagement themes. It will also provide the Authority with an opportunity to respond to relevant questions, subject to time and appropriateness. The Authority may use the session to explain the potential scope, delivery challenges, commercial considerations and areas where supplier feedback is sought. The Authority may not be able to answer all questions during the session and reserves the right to provide responses after the event where appropriate. General engagement conditions This market engagement is not a call for competition or an invitation to tender. The Authority reserves the right to amend the scope, timetable, procurement route, commercial model and requirement following market engagement and internal approvals. The Authority will take steps to ensure that participation in this engagement does not give any supplier an unfair advantage in any future procurement. Information arising from this engagement that is relevant to any future procurement may be shared with the market in an appropriate form, subject to confidentiality and security considerations.
