Summary of the contracting process

Business Services Organisation ITS procured a fully managed finance and procurement software service for Northern Ireland’s Health and Social Care organisations. The FPL online system supports finance and procurement tasks across HSCNI, including administration and processing, while OneAdvanced provides service support and third-party suppliers provide infrastructure and network support. FPL is a Tier 1 critical system because disruption would have significant operational consequences for clinical and business services. It supports staff and managers across HSCNI and protects HSCNI data within the managed service, helping organisations meet operational and legislative requirements. The service is delivered for HSCNI in Northern Ireland. The procurement is for IT services covering software support, infrastructure-related support and ongoing operation of a critical enterprise system.

The procurement is complete and the contract was awarded through a direct award to ONEADVANCED LIMITED. The award was made on 15 June 2026, the contract was signed on 30 July 2026, and the contract runs from 27 October 2026 to 16 October 2027. Its value is £2,974,992 excluding VAT and £3,569,990 including VAT. There was one completed lot. The direct award was justified because OneAdvanced holds intellectual property and other exclusive rights over the product, meaning it is the only supplier able to provide the required services. The procurement also supports continued use of the critical FPL service and delivery through the funded EQUIP Programme. The contract is active and the award is above the relevant threshold.

This procurement demonstrates demand for suppliers able to operate and support critical finance and procurement platforms across a complex health and social care environment. A credible competitor for a future requirement would need strong managed-service capability, including service desk and application support, resilient infrastructure and network arrangements, and effective coordination of third-party providers. Experience of enterprise finance and procurement systems would be important, as would the ability to maintain availability for users across multiple healthcare organisations and protect sensitive organisational data. Suppliers would also need to understand operational and legislative requirements in the health and social care sector, manage a system whose failure could materially disrupt business services, and demonstrate dependable continuity, security and support arrangements at a large public-sector scale.
