Summary of the contracting process

Lee Valley Heat Network Operating Company Limited, trading as Energetik, is procuring design-and-build works to extend the Meridian Water district heating network in Enfield. The western extension will run from Church Street near Edmonton Green to Winchmore School and Edmonton County (Bury Campus) School; the northern extension will run from Ponders End High Street near Ponders End Park to Capital College and Waverley School. The works comprise approximately 2.9km of DN200 Series 3 district-heating pipe and 0.5km of DN150 Series 3 pipe, predominantly beneath roads or cycle paths, with at least 800mm cover. The contractor will also extend the Logstor leak-detection system, clean and hydraulically test the pipe, and commission the extensions to bring heat to the network. The London Borough of Enfield is leading the procurement.

The process has reached tender: Energetik invited offers through an open procedure, with electronic submissions permitted in English. Suppliers had to register an interest on Atamis and submit by 12:00 noon on 10 August 2026; enquiries were due by 12:00 noon on 3 August 2026. The single lot has an estimated value of £9.5 million excluding VAT, or £11.4 million including VAT. The contract period is 22 September 2026 to 31 March 2028, with award intended by 21 September 2026. Pre-construction is due to start by 22 September 2026 and construction by 5 January 2027, subject to planning and Section 50 highway licences. At least £1.5 million of contract cost must be achieved by 31 March 2027, with sectional completion then and practical completion by 31 March 2028. Evaluation is 70% price and 30% quality.

This opportunity suits civil engineering and specialist district-heating contractors able to design and install buried heat-network pipework in constrained urban highways and cycle paths. Bidders need the capacity to manage pipe call-off from Logstor in Denmark, procure joints and associated materials, coordinate multiple work gangs where acceptable, and develop route designs and traffic-management proposals with Enfield Highways. Experience of obtaining Section 50 licences, working around commuter and business traffic, undertaking GPR surveys, design and trial holes, and delivering pre-construction through commissioning will be relevant. The contractor must meet the programme’s demanding sectional and final completion requirements, with liquidated damages of £20,000 per day for delay. The procurement is identified as suitable for SMEs. A minimum turnover of £8 million applies, alongside financial viability assessment and required insurance. Common Assessment Standard certification from a recognised assessment body is accepted, and a parent company guarantee or acceptable alternative may be needed where turnover is below the threshold.

Notice Description

This Tender Notice supersedes previously published Tender Notice under reference 2026/S 000-025310 due to change in the procurement timetable and programme delivery. Energetik is seeking to extend its Meridian Water Heat Network (MWHN) in two separate parts, known as the northern extension and western extension. Energetik will appoint a Contractor to design and build the pipe network. The western extension is from Church Street near Edmonton Green to Winchmore School and Edmonton County (Bury Campus) School. The northern extension is from Ponders End High Street near Ponders End Park to Capital College and Waverley School. The contract is a district heating pipe installation of approximately 2.9km trench length of DN200 Series 3 pipe and 0.5km trench length of DN150 Series 3 pipe, all installed with at least 800mm cover to the crown of the pipe. The majority of the pipe has been purchased by the Employer from Logstor and is being stored at Logstor, Denmark. Works include being responsible for calling off the delivery of the pipe from Logstor, purchasing all joints and associated materials from Logstor, and installing the pipe predominantly in roads or cycle paths. The pre-construction work for the contract is due to commence upon contract award on or before 22nd September 2026. As well normal pre-construction work required under the contract, further GPR work, design and trial holes will be permitted as part of preconstruction. Construction work is expected to commence on or before 5th January 2027 following a successful planning application by the Employer, and subject to the Contractor agreeing S50 licences with Enfield Highways. As the project is grant funded and the grant will be lost if the contract spend does not achieve certain minimum thresholds each financial year, the contract has a sectional completion date of 31st March 2027 and Practical Completion by 31st March 2028. At least PS1.5m of contract cost must be achieved by 31st March 2027, the sectional completion date. Completion of contract works must be delivered by 31st March 2028. Note that liquidated damages are PS20,000 per day if these dates are not achieved. Key to the success of the project is the liaison with Enfield Highways team and to develop a route design and traffic management proposals that permit the granting of Section 50 licences for the works. Note that Section 50 licence fees, deposits and bonds will be paid by the Employer to Enfield Highways. Full road closures are highly unlikely to be permitted, and multiple gangs will only be permitted where it does not cause undue traffic chaos to commuter sand businesses on Enfield's roads. The Contractor will be invited to meet Enfield Highways during the tender period. The contract includes extending the existing Logstor leak detection system, cleaning the pipe installed, hydraulically testing the pipe installed using treated water to the same standard as the existing MWHN and commissioning of the extensions to provide "heat on" to the extended network. The duration of the Contract is expected to be 18 months without option to extend due to completion of contract works must be delivered by 31st March 2028.
