Summary of the contracting process

The Forestry Commission is procuring tree-planting services for Spitfire Wood in Twyford, Hampshire, within the South Forest District. The work involves planting tree saplings across approximately 169 hectares of previously arable farmland as part of a woodland-creation scheme. Delivery is at the Twyford site in Hampshire. This is a land-based environmental and forestry services requirement, covering the practical establishment of new woodland rather than general grounds maintenance. The opportunity may suit specialist forestry contractors, woodland-creation businesses, ecological land-management firms and planting teams with the equipment and workforce to deliver a large-scale seasonal programme. The contract is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The process has reached tender: the Forestry Commission invited offers through an open procedure. The enquiry deadline was 17 August 2026 at 11:00, and the tender submission deadline was 31 August 2026 at 11:00. Offers were to be evaluated by 21 September 2026. The contract is scheduled to run from 5 October 2026 to 4 February 2027, with a possible extension to 4 April 2027 where weather, ground conditions or other seasonal planting constraints prevent completion. The estimated value is £200,000 excluding VAT, or £240,000 including VAT. Electronic submissions are allowed in English. Evaluation is based on price at 55%, resources and delivery capacity at 15%, planting methodology and quality assurance at 10%, record keeping at 10%, and social value at 10%.

This opportunity suits suppliers experienced in tree planting and woodland creation who can demonstrate sufficient resources and delivery capacity for work across approximately 169 hectares. Strong bidders will need a practical planting methodology, reliable quality-assurance arrangements and effective record-keeping systems. The evaluation gives significant weight to pricing, but half of the score concerns delivery capability, planting quality, records and social value, so businesses should be able to evidence both operational competence and wider community or social benefits. Suitable organisations include specialist forestry contractors, planting subcontractors with an established field workforce, and environmental land-management businesses. The requirement is also identified as suitable for SMEs and voluntary, community or social enterprises, making it accessible to smaller capable providers as well as larger contractors.
