Notice Description

Liverpool City Region Combined Authority (LCRCA), acting through Merseytravel, intends to establish a single-supplier Framework Agreement for the provision of electrical replacement works, planned and reactive maintenance, lifecycle asset renewals, infrastructure upgrades, testing, inspection, commissioning, fault diagnosis, emergency response and associated specialist electrical engineering services. The Framework will provide a compliant, flexible and efficient procurement route for the delivery of electrical works across the Authority's operational estate, transport infrastructure and associated assets. The services are required to support the continued safe operation, reliability, resilience and statutory compliance of critical infrastructure, whilst facilitating asset modernisation, network improvements and future investment programmes. The scope of works may include, but is not limited to, low-voltage and high-voltage electrical systems, power distribution equipment, switchgear, transformers, lighting systems, emergency lighting, standby power systems, generators, uninterruptible power supplies (UPS), cable networks, control systems, electrical building services installations, inspection and testing, condition surveys, fault-finding, commissioning, decommissioning and associated civil and enabling works. The Framework may be utilised for projects ranging from routine maintenance and minor works through to major refurbishment, replacement and infrastructure enhancement schemes across stations, terminals, depots, operational buildings, tunnels, public realm assets, park-and-ride facilities and other assets within the Liverpool City Region Combined Authority estate. Lot 1 - Electrical Maintenance, Testing and Minor Works This Lot will provide planned programme works and minor electrical works. Services may include inspection, testing and certification of electrical installations, maintenance of power distribution systems, lighting and emergency lighting systems, control panels, standby power systems, electrical building services infrastructure and associated equipment. The appointed supplier will be required to provide responsive maintenance support, undertake condition assessments, identify defects and recommend remedial actions to ensure operational continuity, asset reliability and compliance with all relevant legislation, regulations and industry standards. Minor improvement and replacement works may also be commissioned under this Lot. Lot 2 - Electrical Capital Works, Asset Renewals and Infrastructure Upgrades This Lot will provide the design (where required), supply, installation, testing, commissioning and handover of electrical replacement works, lifecycle asset renewals and infrastructure upgrade projects. Services may include replacement or refurbishment of switchgear, transformers, substations, power distribution networks, cabling systems, lighting installations, control systems, standby power infrastructure, electrical plant and associated operational assets. The appointed supplier will deliver projects ranging from discrete asset replacement schemes to complex infrastructure enhancement programmes across the Authority's estate and transport network. The supplier may be required to undertake surveys, develop technical solutions, manage project delivery, coordinate specialist subcontractors, provide commissioning services and produce all associated certification, documentation and asset information required for operational acceptance and handover. Both Lots will require compliance with relevant statutory requirements, British Standards, industry codes of practice and the Authority's operational, safety, environmental and security requirements. The Framework is intended to support the Authority's objectives for asset stewardship, operational resilience, sustainability and value for money.

Lot Information

lot 1- Electrical Framework Minor Electrical Works

Lot 1 - Electrical Maintenance and Minor Works Liverpool City Region Combined Authority (LCRCA), acting through Merseytravel, is seeking to appoint a single supplier to provide a comprehensive electrical maintenance and minor works service across the Authority's operational estate and transport infrastructure portfolio. The appointed supplier will be responsible for delivering the Authority's full requirement for electrical minor works, planned programme works . the scope of works will cover a diverse range of assets and facilities including stations, terminals, depots, offices, operational buildings, tunnels, park-and-ride sites and other infrastructure assets owned or managed by the Authority. The objective of this Lot is to establish a single point of accountability for the delivery of routine electrical works, ensuring consistency of service, efficient mobilisation, improved asset management and compliance with statutory and operational requirements across the organisation. Pricing for works undertaken under this Lot will be based upon an agreed Schedule of Rates derived from the current edition of the SPON's Mechanical and Electrical Services Price Book (or equivalent successor publication). Tenderers will be required to submit a percentage adjustment to the SPON rates to account for overheads and profit. The resulting Schedule of Rates will form the basis for the valuation and payment of works throughout the term of the Framework Agreement. The appointed supplier will be expected to provide a responsive and flexible service capable of supporting both planned and reactive workstreams, whilst maintaining high standards of safety, quality, operational performance and customer service. The supplier will work collaboratively with the Authority to support asset reliability, operational resilience and the efficient delivery of maintenance and minor improvement programmes.

Lot 2 - Electrical Capital Works, Asset Renewals and Infrastructure Upgrades

Lot 2 - Electrical Capital Works, Asset Renewals and Infrastructure Upgrades Liverpool City Region Combined Authority (LCRCA), acting through Merseytravel, is seeking to appoint up to four suitably qualified and experienced suppliers to a multi-supplier framework for the delivery of electrical capital works, lifecycle asset renewals, infrastructure upgrades and major electrical projects across the Authority's estate and transport infrastructure portfolio. The framework will provide access to specialist electrical engineering contractors capable of delivering projects ranging from planned asset replacement and refurbishment schemes through to complex infrastructure enhancement and modernisation programmes. The scope of works may include, but is not limited to, electrical distribution systems, substations, switchgear, transformers, lighting and emergency lighting installations, standby power systems, UPS systems, control systems, cable infrastructure, energy efficiency improvements, network resilience works, EV charging infrastructure, building services installations and associated commissioning activities. The Authority intends to appoint four suppliers to this Lot to ensure sufficient capacity, resilience, technical capability and competitive tension throughout the duration of the Framework Agreement. The framework will support the delivery of projects across stations, terminals, depots, offices, operational buildings, tunnels, park-and-ride facilities and other assets owned or managed by the Authority. An indicative Schedule of Rates, including labour rates, plant rates, overheads and profit percentages, will be established at framework award. This Schedule of Rates will provide a consistent pricing basis and benchmarking mechanism for future works. All project-specific requirements under this Lot will be awarded through a mini-competition process between the appointed framework suppliers. For each call-off opportunity, suppliers will be invited to submit project-specific proposals, programmes, methodologies, resource plans and pricing submissions based on the detailed scope and requirements issued by the Authority. Contracts will be awarded on the basis of the most advantageous tender, taking account of price, quality, technical merit, delivery capability, social value and any other award criteria specified within the mini-competition documentation. The appointed suppliers will be expected to work collaboratively with the Authority to deliver safe, compliant and high-quality projects that support operational resilience, asset reliability, sustainability objectives and long-term value for money across the Liverpool City Region transport network and associated estate.
