Summary of the contracting process

The Liverpool City Region Combined Authority, through Merseytravel, has initiated an active procurement process for the Merseytravel Electrical Framework 2026-2030. This public procurement is set within the industry category of electrical installation work and involves locations across the UK region UKD72. The procurement is in the tender updating stage with pertinent deadlines, including an enquiry period ending on 10 July 2026 and a tender submission deadline on 20 July 2026. The framework aims to establish a single-supplier agreement for electrical maintenance and minor works, as well as a multi-supplier framework for larger capital works and infrastructure upgrades. The framework's open procedure ensures compliance with legal guidelines under UK's Public Procurement Act 2023/54.

This procurement presents significant growth opportunities for businesses skilled in technical electrical services, with a total framework value of £15,000,000. Small and medium-sized enterprises (SMEs) can find this especially advantageous, as the framework is intended to support vast infrastructure and asset modernisation tasks. It offers a structured, predictable pricing through an indicative Schedule of Rates, inviting bids from contractors proficient in executing both large-scale refurbishment projects and minor maintenance works. The appointment of suppliers via mini-competition encourages competitive pricing and quality service delivery, fostering an environment for technical capability expansion and establishing long-term partnerships with the Liverpool City Region Combined Authority.

The resulting Schedule of Rates will be used to price planned maintenance, reactive maintenance, testing, inspection, fault-finding, emergency call-outs and minor works throughout the duration of the Framework Agreement. Where activities are not specifically covered within the SPON Schedule of Rates, rates may be established using agreed daywork rates, quotations for specialist materials and equipment, or through open-book pricing principles, subject to approval by the Contracting Authority. Lot 2 - Electrical Capital Works, Asset Renewals and Infrastructure Upgrades Prices under Lot 2 will be determined through a combination of an agreed Schedule of Rates and project-specific mini-competitions. Tenderers will submit a Schedule of Rates, including labour rates, plant rates, preliminaries, overheads and profit percentages, which will be used as a basis for pricing works. For individual projects, lifecycle asset renewals, infrastructure upgrades and capital works packages, the Contracting Authority will conduct mini-competitions under the Framework Agreement. Mini-competitions will require suppliers to submit project-specific proposals, programmes, resource plans and priced submissions based on the framework rates and project requirements. Contracts will be awarded on the basis of the most advantageous tender, taking into account price, quality and any other award criteria specified in the mini-competition documentation. The Authority reserves the right to use the agreed Schedule of Rates for the direct award of lower-value works where permitted under the Framework Agreement and applicable procurement legislation, with larger or more complex projects being awarded through mini-competition.",

"description": "Lot 2 - Electrical Capital Works, Asset Renewals and Infrastructure Upgrades Liverpool City Region Combined Authority (LCRCA), acting through Merseytravel, is seeking to appoint up to four suitably qualified and experienced suppliers to a multi-supplier framework for the delivery of electrical capital works, lifecycle asset renewals, infrastructure upgrades and major electrical projects across the Authority's estate and transport infrastructure portfolio. The framework will provide access to specialist electrical engineering contractors capable of delivering projects ranging from planned asset replacement and refurbishment schemes through to complex infrastructure enhancement and modernisation programmes. The scope of works may include, but is not limited to, electrical distribution systems, substations, switchgear, transformers, lighting and emergency lighting installations, standby power systems, UPS systems, control systems, cable infrastructure, energy efficiency improvements, network resilience works, EV charging infrastructure, building services installations and associated commissioning activities. The Authority intends to appoint four suppliers to this Lot to ensure sufficient capacity, resilience, technical capability and competitive tension throughout the duration of the Framework Agreement. The framework will support the delivery of projects across stations, terminals, depots, offices, operational buildings, tunnels, park-and-ride facilities and other assets owned or managed by the Authority. An indicative Schedule of Rates, including labour rates, plant rates, overheads and profit percentages, will be established at framework award. This Schedule of Rates will provide a consistent pricing basis and benchmarking mechanism for future works. All project-specific requirements under this Lot will be awarded through a mini-competition process between the appointed framework suppliers. For each call-off opportunity, suppliers will be invited to submit project-specific proposals, programmes, methodologies, resource plans and pricing submissions based on the detailed scope and requirements issued by the Authority. Contracts will be awarded on the basis of the most advantageous tender, taking account of price, quality, technical merit, delivery capability, social value and any other award criteria specified within the mini-competition documentation. The appointed suppliers will be expected to work collaboratively with the Authority to deliver safe, compliant and high-quality projects that support operational resilience, asset reliability, sustainability objectives and long-term value for money across the Liverpool City Region transport network and associated estate.",
