Summary of the contracting process

West Northamptonshire Council commissioned refurbishment works at Abington Library in Northampton. The project will convert an underused rear room into comfortable, hireable private space intended to generate income. The scope covers a new flat roof; energy-efficient windows and doors; flooring, decoration, kitchen units, heating, insulation and electrical systems; and a covered linkway providing safe access from the library. It also includes refurbishment of the cloakrooms and kitchen, including tiling, doors and roofing, plus clearance and hard paving of the neglected garden to create a safe, low-maintenance outdoor events area. This is a construction and building-refurbishment project, classified under CPV 45453100. The work is for the library site in Northampton, with West Northamptonshire Council as the public-sector buyer.

The procurement is complete and was run as a below-threshold open competition under the Procurement Act 2023. Bids were due by 24 July 2026 at 12:00, following a scheduled site visit on 2 July 2026 at 10:00. Evaluation was based on 70% price and 30% quality. The estimated value was £300,000 excluding VAT and £360,000 including VAT. The contract was awarded to Forstarr Building Services Ltd and signed on 6 August 2026. The recorded contract value is £400,000 gross. The contract period runs from 14 September 2026 to 28 November 2026. The tender also records an estimated delivery period of approximately four to five months. Participation was reserved for SMEs and VCSEs based in Northampton.

This procurement demonstrates demand from West Northamptonshire Council for local, multi-trade refurbishment and principal-contractor capability at a public library. Suppliers targeting similar work for this buyer would need to coordinate roofing, windows and doors, insulation, heating, electrics, flooring, decoration, kitchens, toilets, access works and external paving within an occupied or public-facing community setting. Credibility would require an established substantive business operation within Northampton, annual turnover of at least £600,000, and the capacity to undertake the Principal Contractor role under the CDM Regulations 2015 and Building Safety Act. The opportunity was suitable for SMEs and VCSEs, so a capable local building contractor or suitably experienced partnership could be well placed for comparable requirements.
