Summary of the contracting process

University Hospitals of Derby and Burton NHS Foundation Trust, acting through the East Midlands Pharmacy Collaborative, is seeking suppliers for a multi-provider framework supplying adult and paediatric parenteral nutrition products to its member organisations. The requirement is divided into three product groups: standard manufacturers’ bags with additions; standardised unlicensed parenteral nutrition, including Trust stock bags and specified formulations; and fully bespoke bags with additions. This is a goods supply opportunity, rather than a clinical service contract. The products are for use by participating NHS organisations, with individual purchases made to suit local patient and operational requirements. The buyer is based in Derby, but the purchasing authorities and delivery locations are not confined to the buyer’s address.

The buyer invited offers through an open procedure. The framework is divided into three lots, and suppliers may be considered for SME-suitable opportunities. The tender’s stated maximum framework value is £6 million. The initial contract period is 1 May 2027 to 30 April 2029, with an optional two-year extension by agreement, giving a possible end date of 30 April 2031. Questions were due by 4 December 2026 at 12:00 UTC, and submissions by 18 December 2026 at 12:00 UTC. The award decision was scheduled by 22 March 2027. Each lot is evaluated on technical quality, weighted at 60%, and commercial cost, weighted at 40%; suppliers must meet economic and technical selection criteria. Bids are submitted through the Atamis portal, and communications and clarifications use that portal.

This opportunity suits manufacturers and specialist suppliers able to provide licensed standard nutrition bags with additions, standardised unlicensed parenteral nutrition products, or fully bespoke bags. The three separate product groups give suppliers the option to focus on the product range they can reliably make and supply; the Trust identifies the lots as suitable for small and medium-sized businesses. Strong technical submissions matter more than price in the scoring, so suppliers should be ready to demonstrate product suitability and quality alongside competitive commercial terms. Framework call-offs may be made against product availability, patient suitability, shelf life, price and value for money, lead times, delivery requirements, supplier performance against agreed service levels, and ability to meet local clinical and operational needs. Suppliers need the capacity to respond to these requirements across participating NHS purchasing authorities.
