Summary of the contracting process

Tyne and Wear Passenger Transport Executive (Nexus) sought a design-and-build contractor to refurbish its South Gosforth Control Centre in Newcastle upon Tyne. The works were intended to create a more flexible staff workplace with improved welfare facilities, while renewing or upgrading building systems and security to meet compliance requirements. The preliminary scope covered accessibility around the building, traffic management and street furniture, the roof and safe access, drainage, fire protection, lighting and electrical systems, ventilation and gas suppression, CCTV and other security, ICT, and changes to internal walls and partitions. Canteen facilities, meeting rooms, breakout areas and desks were also included. The control centre had to remain operational around the clock throughout the works.

Nexus invited offers through a competitive flexible procedure with a preliminary selection stage followed by an invitation to tender; it expected to take five suppliers through to the tender stage. The process was cancelled on 1 October 2026 because of internal governance issues, and the project was postponed for 6–12 months. Before cancellation, the buyer set 18 August 2026 at 12 noon as the enquiries deadline and 7 September 2026 at 12 noon as the deadline to express interest. The planned contract period was 27 January 2027 to 27 January 2029. The estimated value was £8 million excluding VAT (£9.6 million including VAT). Evaluation was weighted 55% quality, 35% price and 10% social value. The procurement was a single lot.

The opportunity suited building contractors able to take responsibility for both design and construction across a broad refurbishment programme. Relevant capability included coordinating structural and building-services upgrades with accessibility, fire safety, security and ICT improvements, as well as internal reconfiguration and welfare fit-out. Delivery required careful phasing and management of interfaces so that the control centre could continue operating 24/7 during the works. Nexus marked the single lot as suitable for SMEs, so smaller firms could be relevant, particularly where they can demonstrate the capacity to manage the complete design-and-build requirement or form a delivery team covering its varied disciplines. Quality carried more evaluation weight than price, with a separate social-value component, making credible delivery methods and evidence of quality important alongside a competitive price.

Notice Description

Nexus are looking for a design and build contract to undertake the improvement of existing facilities at South Gosforth Control Centre for staff to create a fit for purpose working environment. The aim of the project is to improve the existing facilities at South Gosforth Control Centre for staff to create a fit for purpose working environment. The building was constructed in 1980 and has undergone limited refurbishment in 2014 and 2021/22. There is a requirement for a more flexible working environment and improved welfare facilities from users to align with Nexus Places principles. However, following investigations of the structure and its systems several assets require renewal or upgrades to achieve compliance, including security measures. The Control Centre must remain operational 24/7 during the project. We are looking for a contractor to undertake the design and build contract for the refurbishment of the Control Centre. Scope requirements The preliminary scope requirements for the Control Centre refurbishment are: Accessibility improvements for movements to and around the building (not including the provision of a lift) Traffic management and street furniture improvements Roof and roof safe access improvements Drainage system improvements Fire detection and protection improvements Lighting, high voltage and low voltage systems upgrades Ventilation and gas suppression system upgrades M&E provisions for upgrades to welfare facilities Security system upgrades (inc. CCTV) Removal of internal walls and installation of glass partitions and soundproofed internal walls Improvements to canteen and welfare facilities Provision for additional meeting rooms, breakout areas and desks Improvements to ICT systems and provisions for user usage A supplier is required to carry out a design and build contract for the refurbishment of the Control Centre. The Control Centre must remain operational 24/7 during the project.
