Summary of the contracting process

Tyne and Wear Passenger Transport Executive, trading as Nexus, requires a design-and-build contractor to refurbish South Gosforth Control Centre in Newcastle upon Tyne. The works will create a more flexible working environment and improve staff welfare facilities while bringing building assets and systems up to the required standard, including security. The scope covers accessibility improvements excluding a lift, traffic management and street furniture, roof and safe roof access, drainage, fire detection and protection, lighting, high- and low-voltage systems, ventilation, gas suppression, mechanical and electrical welfare provisions, CCTV and other security systems. It also includes removing internal walls, installing glass and soundproofed partitions, improving canteen and welfare facilities, adding meeting rooms, breakout areas and desks, and upgrading ICT provision.

The procurement has reached tender: Nexus invited offers through a selective competitive flexible procedure. Suppliers first complete conditions to participate through the OPEN Portal, with five progressing to the invitation-to-tender stage, followed by evaluation. Expressions of interest are due by 12:00 on 7 September 2026, and enquiries close at 12:00 on 18 August 2026. The single lot has an estimated value of £8,000,000 excluding VAT (£9,600,000 including VAT). The contract is scheduled to run from 27 January 2027 to 27 January 2029, with the award decision due by 22 December 2026. Evaluation is weighted 55% quality, 35% price and 10% social value. Electronic submissions in English are allowed.

This opportunity suits a principal contractor able to provide both refurbishment design and construction, coordinate multiple building disciplines and manage a complex live-site project. Relevant capability includes building and civil engineering works, accessibility, roofing, drainage, fire protection, electrical systems, mechanical and ventilation services, gas suppression, ICT and integrated security including CCTV. The successful supplier must be able to deliver workplace reconfiguration, partitions, welfare facilities, meeting and breakout areas, desks and associated infrastructure. Strong project planning, stakeholder coordination, health and safety management, compliance experience and the capacity to maintain safe operations around a functioning transport control centre will be important, because the facility must remain operational 24 hours a day, seven days a week throughout the works. The lot is identified as suitable for SMEs.
