The two-stage process favoured suppliers able to respond to pass/fail and scored requirements, attend clarification meetings and demonstrate their system. The requirement was aimed at a finite specialist market, so providers with relevant fertility-service experience, proven implementations and sufficient capacity to support a scaling NHS service would have been best placed to compete. The cancelled procurement is expected to be revised and re-launched.
