Summary of the contracting process

Scotland Excel is buying a framework for the supply and delivery of heavy and municipal vehicles and vehicle bodies for participating public bodies across Scotland. The range includes chassis, refuse collection vehicles, road sweepers, tippers, skip loaders, gully emptiers, gritters, commercial vehicles, buses, bin lifts, trailers, aerial platforms and lorry-mounted cranes. Specialist vehicle body-building and alternatively fuelled vehicles, including electric, hydrogen and hybrid options, are also within scope. Deliveries are to locations across the participating councils and associate members in Scotland. The framework is intended for Scotland’s 32 councils and a wider group of public-sector members, including social landlords, health bodies, universities and colleges, government bodies and the Scottish Prison Service, subject to their access agreements with Scotland Excel.

Scotland Excel invited offers through an open procedure for a multi-lot framework. The procurement reached tender, with bids submitted electronically; the closing deadline was extended to 23 October 2026 at 12 noon. The framework’s initial term is 24 months, with options for two further 12-month extensions, subject to satisfactory performance. The overall estimated value is £100 million. Lots cover chassis, refuse collection vehicles, road sweepers, tippers, skip loaders, gully emptiers, gritters, commercial vehicles, buses, bin lifts, trailers, aerial platforms and lorry-mounted cranes; each lot has its own stated estimated value. Evaluation weights technical quality at 30% and commercial price at 70%. Bidders had to submit in English, and variants were not allowed. The framework envisages up to 36 participants; retrospective rebates apply.

This opportunity suits manufacturers and specialist suppliers of heavy vehicles, municipal vehicles, chassis, vehicle bodies and related equipment, including firms able to supply complete vehicles and provide specialist body-building. Suppliers can target the lots matching their product range rather than the full vehicle portfolio. Bidders need the financial standing to satisfy Scotland Excel’s financial viability assessment and must hold, or be able to obtain before appointment, employer’s liability cover of at least £10 million, public and products liability cover of at least £10 million, and motor insurance with at least £5 million property-damage cover and unlimited personal-injury or death cover. Technical qualification requires an accredited ISO 9001 certificate or suitable quality policy, an ISO 45001 certificate or qualifying SSIP assessment or health-and-safety policy, and ISO 14001 or EMAS certification or a documented environmental policy. Subcontracting must be declared; community benefits and subcontracting clauses apply.

This is in relation to the renewal framework for the supply and delivery of Heavy and Municipal Vehicles, available for all 32 council areas in Scotland and Scotland Excel Associate Members. It is anticipated this framework will incorporate various vehicle types, such as, but not limited to, refuse collection vehicles, road sweepers, tippers, skip loaders, gully emptiers, gritters, commercial vehicles, buses, bin lifts, trailers, aerial platforms and lorry mounted cranes. Specialist body building services, as well as options for alternatively fuelled vehicles (electric, hydrogen or hybrid etc) are also included.

Lot 4 is for the supply and delivery of Tipper bodies and Complete Tippers.
