Summary of the contracting process

Natural Resources Wales intends to establish a single-lot framework agreement for ground preparation services associated with forestry activity. The work is classified as forestry services and will be delivered across Wales. The framework is intended to provide Natural Resources Wales with suppliers able to undertake ground preparation across its operational sites. The buying organisation is Natural Resources Wales, the Welsh public authority responsible for managing the procurement. The scope currently identified is ground preparation services rather than the supply of goods or construction works. Businesses operating in forestry contracting, land preparation or related rural services should consider whether their geographic coverage, equipment and workforce are suited to delivering work at multiple sites across Wales.

This procurement is at the planning stage: Natural Resources Wales has stated its intention to procure and has not yet invited tenders. It expects to use a competitive framework agreement, with one planned lot. The estimated value is £9,000,000 excluding VAT, or £10,800,000 including VAT. The planned contract period is 8 February 2027 to 7 February 2031. The buyer expects the next notice to be published by 5 October 2026. Preliminary market engagement includes a questionnaire, with responses expected by 29 July 2026 at 13:00, and supplier engagement events planned for Dolgellau on 9 September 2026 and Llandovery on 10 September 2026. Engagement is optional and will not form part of the future evaluation.

The framework is intended to suit small and medium-sized enterprises and voluntary, community or social enterprises, so smaller specialist contractors may be able to participate when the procurement reaches the tender stage. It should interest businesses with practical experience of forestry ground preparation, including contractors able to mobilise equipment, site teams and supervision across Welsh locations. The planned supplier engagement offers an opportunity to understand the proposed framework and help shape the eventual approach before tendering. Businesses should prepare evidence of relevant ground preparation and forestry work, their operational capacity, geographic coverage, health and safety arrangements, environmental controls and ability to meet site-specific requirements. The current information does not identify particular accreditations, qualifications or technical standards.
