Summary of the contracting process

The Driver and Vehicle Licensing Agency has completed a procurement process for the "Provision of MSc Software Engineering Degree Course," specifically designed to enhance the technical capabilities of their Information Technology Services department. This contract, signed on 21st May 2026, has been awarded to the University of Wales Trinity St David. Situated in Swansea, the DVLA functions as a central governmental authority and pursued this project under a direct procurement method, legally supported by UKPGA 2023/54, due to its below-threshold nature and absence of competition. The services, classified under IT, consulting, software development, Internet, and support, fall within the light touch regime. The service period is set from 1st September 2026 to 31st August 2028, covering nationwide delivery in the United Kingdom, with a contractual value of £185,000 net (£222,000 gross).

This tender creates significant opportunities for educational institutions and training providers specialising in IT and software engineering. The contract supports the growing demand for job-ready STEM graduates, making it ideal for organisations capable of delivering industry-relevant academic programmes that equip learners with practical skills and knowledge. Companies offering bespoke or niche training solutions that align with the DVLA’s objectives could leverage this contract to showcase their expertise and expand their partnerships with governmental bodies, thereby enhancing their market presence within the educational sector.

Notice Title

Provision of MSc Software Engineering Degree Course

Notice Description

The Information Technology Services (ITS) department have an ongoing requirement to build and develop the technical capability of ITS staff and have continually worked with universities to understand our current requirements and our business needs. Over time we have recognised that a fully academic approach to learning does not provide us with staff that are fully job ready at the end of the programme, therefore limiting our success in fulfilling the recruitment criteria for vacant posts. In order to develop the technical capability required we have identified a distinct need for a specific course in MSc Software Engineering (Web) to support the attraction of STEM graduates. We have already seen the positive impact this training has had within our IT department, with many previous students securing full time roles with subsequent promotions
