Summary of the contracting process

Cardiff University is procuring a student occupational health platform: a database and operating software system to manage occupational health services. The platform will support management referrals, health screening, immunisation, fitness-to-practise assessments and clinical advice, particularly for students on healthcare, medical and dental programmes who need to participate safely in placements and university activities. It will also support triage of health-screening questionnaires for prospective students and students requiring health surveillance. The associated service handles health screening appointments and vaccinations for around 1,500 first-year students each year and receives around 400 management referrals annually. The work is for Cardiff University’s student occupational health service in Cardiff, within the wider health-services and information-systems categories.

The procurement has reached tender: Cardiff University invited suppliers to submit offers through an open competitive flexible procedure. There is one lot, and electronic submission in English is allowed through the University’s e-tendering portal. The tender deadline is 21 October 2026 at 12 noon. The contract is scheduled to run from 15 January 2027 to 14 January 2029, with renewal options potentially extending it to 14 January 2032. The estimated value is £200,000 excluding VAT, or £240,000 including VAT. Evaluation is weighted 70% for quality and 30% for price. Technical selection requirements are set out in the invitation to tender documents, with options and renewal arrangements also detailed there. The award decision is due by 23 December 2026.

This opportunity suits suppliers providing occupational health management platforms, health-service software, database systems or related information systems. The successful solution will need to support a university student health service handling substantial annual screening, vaccination and referral activity, including workflows for health questionnaires, management referrals, health surveillance, immunisation and fitness-to-practise assessments. Suppliers should be able to demonstrate the technical capability required by the invitation to tender and provide a system that supports clinical advice and safe participation in placements and university activities. The requirement is marked as suitable for small and medium-sized enterprises, so it may suit specialist software providers as well as larger health-technology or information-systems businesses. Relevant experience delivering comparable occupational health or education-sector platforms would place suppliers well for this single-lot competition.
