Summary of the contracting process

Network Rail Infrastructure Limited, a public authority under central government, is engaging in a preliminary market engagement process for the "Eastern Region Permanent Way Framework". This process is in the planning stage, aimed at understanding current supply capabilities for Permanent Way works across the Eastern regions of the UK. The engagement involves works related to track construction, ballast construction, and other railway infrastructure tasks. This is an opportunity for interested parties in the rail construction industry to provide feedback through a questionnaire by the 3rd of July, 2026. The questionnaire is accessible via their procurement portal and is part of a routine market engagement aimed at shaping the final structure of the procurement framework, expected to commence in November 2027 and run up to October 2030, with possible extensions until 2033.

This tender offers substantial opportunities, particularly for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), given the nature of the low-value orders typically under £100k. Businesses with expertise in railway infrastructure, track works, and associated civil engineering sectors would find this engagement beneficial for future growth. The framework will likely be divided among different Eastern routes, creating diverse opportunities for firms specialising in specific track requirements such as switches and crossings, as well as drainage and level crossings. Engaging early in this market assessment phase could position businesses advantageously when the procurement moves to tendering.

Notice Title

Eastern Region Permanent Way Framework

Notice Description

Network Rail is issuing this preliminary market engagement notice to better understand the current capabilities of the supply market for Permanent Way works across the Eastern routes. The framework will cover works associated with switches and crossings, off-track (level crossings, wheel timbers, cess paths, track drainage), plain line track and any follow up works associated with track. Please note, the final structure of the framework is yet to be confirmed, however, it is likely to be split into 2 separate frameworks, one for Eastern Region covering the North & East, East Coast and East Midlands Routes, and the other solely for the Anglia Route. The final value is still to be confirmed, and is dependent on tender structure. The value provided below is an estimate of spend across the North & East, East Coast and East Midlands Routes (Not including Anglia) within the intended 6 year (including extensions) contract term. The orders traditionally placed under this framework are low value (under 100k). Specific details of the RISQS codes that must be held at contract award can be found by following the link in the 'engagement process description' section.
