Summary of the contracting process

The Bemrose School in Derby procured school cleaning services for its primary and secondary school site, serving around 300 primary pupils and 780 secondary pupils. The work covers cleaning classrooms, corridors and other school areas, with services delivered Monday to Friday during term time and on selected school holidays. The school sought consistently high cleaning standards, effective quality assurance, clear communication with school and operational managers, daily contact with its representative, and flexible support for special events and additional work. The requirement includes managing handovers of daily needs and comments, setting staffing levels to maximise completed work, and training and developing the cleaning team. The procurement is for services delivered in Derby.

This open procedure has been completed and awarded. CLEANTEC SERVICES LIMITED was selected on 4 August 2026 for the single lot, at £1,300,000 excluding VAT (£1,560,000 including VAT). The awarded contract period is 17 October 2026 to 16 October 2029, with two optional 12-month extensions and a maximum possible end date of 16 October 2031. Bids had to be submitted by 17 July 2026, with enquiries closing on 10 July and the award period ending on 24 July. Evaluation gave 50% to commercial criteria, covering contract cost and financial narrative, and 50% to qualitative criteria across 14 questions. Twelve bids were received, including six from SMEs.

This award demonstrates a substantial, recurring requirement for a school cleaning contractor able to operate across a large primary and secondary education setting. A credible competitor would need established school or comparable institutional cleaning experience, sufficient trained staff to cover weekday term-time delivery and selected holiday work, and the capacity to adjust staffing for school activities and extra tasks. Strong quality assurance, reliable supervision and documented performance controls would be important, alongside practical systems for daily communication, handling special requirements and maintaining continuity. The buyer also valued proactive partnership rather than price alone, so suppliers should be able to evidence flexible service management, responsive operational leadership, staff training and development, and a clear approach to delivering consistent standards in busy educational premises.

The School expectations are high, and they are looking for a cleaning contractor who has the same aims and aspirations as we do.
