Summary of the contracting process

London LGPS CIV Limited is procuring an AI and automation implementation partner for its operations as an FCA-authorised alternative investment fund manager. The partner will assess and refine prioritised use cases, develop an implementation roadmap, and design, build, test and deploy production-ready solutions. Work includes integration with portfolio and order management systems, fund accounting platforms, Microsoft 365, Azure and OneLake/Fabric assets. The scope also covers AI governance, risk and regulatory compliance advice, change management, staff training, internal capability building, post-implementation support, optimisation, performance reporting, technical documentation, solution designs, operational runbooks and governance materials. Delivery is across the United Kingdom, supporting London CIV’s management of LGPS assets for 32 London local authority members and the City of London Corporation.

The procurement has reached tender: London CIV invited offers through an open procedure. It is a single-lot services contract with an estimated value of £525,000 excluding VAT, or £630,000 including VAT. The enquiry deadline was 11 July 2026 at 17:00, and the tender submission deadline is 25 July 2026 at 12:00. Tenders must be submitted by email in English. The intended award period ends on 22 August 2026 at 23:59. The initial contract period is 1 October 2026 to 1 October 2027, with possible extension by one or two six-month periods, subject to budget, up to 1 October 2028. Evaluation is 85% quality and 15% cost. The contract is suitable for SMEs.

This opportunity suits AI, automation and technology consultancy providers able to implement solutions in regulated investment-management environments, rather than only provide strategy or experimental prototypes. Suppliers must demonstrate at least two completed, directly verifiable AI or automation engagements for investment management firms, such as asset managers, investment managers, AIFMs, discretionary fund managers or LGPS asset pools. Each case study must cover the engagement, solutions, investment context, measurable outcomes and a named client reference. Mandatory requirements also include current ISO 27001 certification or equivalent recognised information-security maturity, such as Cyber Essentials Plus or SOC 2 Type II; adequate financial standing; a named senior responsible individual who is a senior employee or director; and a signed declaration covering Procurement Act 2023 exclusion grounds.
