Notice Description
The procurement relates to the provision of Live Fire Monitoring Equipment and associated support services required under Contractor Logistic Support (CLS), Post Design Services (PDS), and obsolescence management arrangements by KNDS.
Procurement Information
The Synthetic Environments & Training Portfolio within the National Armaments Director (NAD) Group ("the Authority") intends to award a contract valued at PS4.5 million (excluding VAT) to KNDS Deutschland GmbH & Co. KG (KNDS) for the provision of Live Fire Monitoring Equipment (LFME). The contract will run for an initial period of one year from 1 April 2027, with options to extend for up to four additional years. The LFME system supports Challenger 2 (CR2) units in both individual and collective training at Levels 1 and 2, enabling progression to the Annual Crew Test (ACT) and Annual Troop Assessment (ATA). The contract will be awarded via Direct Award under Section 41 of the Procurement Act 2023. The Authority considers that the criteria under paragraph 6 of Schedule 5 are met, as there is only one economic operator capable of performing the contract for technical reasons, and no reasonable alternatives to the equipment exist. LFME support has been continuously provided since 1991 under Contractor Logistic Support (CLS), Post Design Services (PDS), and obsolescence management arrangements by the Original Equipment Manufacturer (OEM), Krauss-Maffei Wegmann (KMW), now KNDS. The LFME system is highly specialised and fully integrated with Challenger 2 platforms. No alternative supplier can provide compatible equipment, as only the OEM possesses the necessary technical drawings, proprietary information, expertise, and specialist tooling required to deliver and support this critical training capability. Engaging any alternative provider would introduce unacceptable safety risks and jeopardise operational capability and training continuity. The current CLS contract is due to expire on 31 March 2027.
