Summary of the contracting process

The Education Alliance intends to establish the third version of the National Framework for Medium Works, with Pagabo acting as procurement organisation. It will cover construction and civil engineering works across the UK for public-sector buyers, including site preparation, building construction, bridges and tunnels, waste-treatment plants, car parks, pipelines, roads, railways, water projects, power and heating plants, roofing, building installations and completion works. The framework is intended to give public authorities a Procurement Act 2023-compliant route to appoint local and national contractors. Appointed contractors will be expected to deliver high customer satisfaction, right-first-time performance, value for money, accessible customer service, regular progress information, service improvement, and prompt responses to failures and complaints.

This is a planned procurement at the market-engagement stage, not an invitation to tender. The buyer expects to use an above-threshold open procedure to establish a framework. It is expected to launch in Q3 or Q4 2026, with the next notice currently anticipated on 1 September 2026. The indicative tender submission date is 13 October 2026 and the expected award decision date is 4 January 2027. The proposed framework would run from 19 January 2027 to 19 January 2031, without an extension option. Five planned lots cover projects of £0–£500,000, £500,000–£1 million, £1 million–£4 million, £4 million–£8 million, and £8 million–£15 million. Their estimated gross values are £54 million, £90 million, £396 million, £684 million and £576 million respectively; the overall estimated value is £1.8 billion gross.

The framework is likely to suit construction contractors and specialist building, civil engineering, infrastructure and building-services firms able to deliver projects ranging from small works to schemes valued at up to £15 million. All five lots are identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so smaller or mission-led organisations may be able to prepare for participation alongside larger national contractors. Relevant preparation includes demonstrating the capacity to deliver safely and reliably across the chosen project scale, maintain strong client communication, provide visible customer support, achieve right-first-time outcomes, and respond quickly to service problems. Firms should also consider how they can evidence value for money, continuous improvement and the ability to work with public-sector customers across the UK.

Notice Description

To establish the third version of the current Medium Works Framework on behalf of The Education Alliance. This national Framework will cover Works projects between PS0k and PS15m in value, within the UK for the whole of the public sector. The Framework will aim to provide the public sector with a Procurement Act 2023 (PA23) compliant procurement vehicle that enables public authorities to be able to procure works from local, as well as national Contractors. The scope of service for any appointed Contractor is to deliver on the below: * Achieving high levels of satisfaction * Delivering right first time, every time * A constant and relentless drive for value for money * Accessible and visible customer services, catering for all needs * Keeping customers constantly informed of service progress and being fully involved in service improvement. * Responding quickly to service failure and learning from complaints * To improve choice and flexibility around contractor and the methods of procurement. It is proposed that the term of this Framework will be for a period of 4 years from January 2027, with no option to extend.
