Notice Description

The Bank of England is commissioning a new Survey of Household Finances to commence in H2 2027 or H1 2028. As part of the tender process, the Bank is undertaking a soft market test to understand supplier capability and feasible delivery models for a household survey that can be linked to bank transaction data for the same respondents. The core requirements are: 1) The ability to run an online household survey of approximately 15 minutes, designed by the Bank of England. 2) The supplier would provide a nationally representative UK sample, with the survey conducted twice per calendar year. 3) The ability to link survey responses to transaction-level financial data (e.g. current account data) capturing income and expenditure flows for the same respondents, at the individual or account level, using arrangements that are fully compliant with applicable data protection legislation and ethical standards. This should include clear, informed and revocable respondent consent; appropriate governance, security and data minimisation practices; and, where relevant, use of regulated access frameworks (e.g. Open Banking). Feasible delivery approaches could include, for example: use of existing consented panels with linked data; recruitment of customers from a financial institution; and/or respondent-authorised account linkage e.g. Open Banking. Examples are illustrative only and do not indicate a preferred solution. Note This process does not constitute a formal tender or other competitive bidding process and will not result in the award of a contract. The Bank is undertaking a soft market test to inform understanding of supplier capability and feasibility of potential delivery models in relation to the required services. There are, therefore, no formal criteria associated with this engagement, and it is not our intention to provide any feedback to participating organisations. Any key information that is relevant to the procurement will be recorded and made available to all potential bidders as part of the future procurement process to ensure transparency and a level playing field. No supplier will be disadvantaged by not participating in this engagement.
