Summary of the contracting process

The Greater London Authority (GLA), in collaboration with Transport for London and the Mayor's Office for Policing and Crime, is spearheading the Domestic Abuse Safe Accommodation Framework 2026 initiative. This procurement process seeks to address the duties mandated by the Domestic Abuse Act 2021 to provide safe accommodation for victims and their children across London. The open framework will run for eight years, facilitating the commissioning of services in two lots: protection in safe housing and support services for domestic abuse survivors. The procurement, administered through an open procedure, is valued at £240 million and covers health and social work services. Key dates to note include an online bidders' conference on 2 July 2026, with the tender period closing on 27 July 2026. Contracts are expected to start on 19 October 2026, lasting until 18 October 2034.

This tender offers a significant opportunity for businesses specialising in health and social work services to engage in a transformative project impacting domestic abuse services. It is particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), offering entry into a long-term framework agreement. Businesses can leverage this opportunity to expand their service offerings and improve capacities in delivering specialised support within both housing and broader community settings. Moreover, companies with prior experience in similar frameworks are well-positioned to benefit from GLA’s strategic procurement requirements, which might extend to pricing efficiencies and quality delivery models under both direct awards and further competitions.

Notice Title

Domestic Abuse Safe Accommodation Framework 2026

Notice Description

The Domestic Abuse Act 2021 (DA Act) introduced duties on Tier One local authorities in England to support domestic abuse victims and their children in safe accommodation (hereafter Domestic Abuse Safe Accommodation (DASA) services). As London's Tier 1 authority the GLA holds this duty. The GLA will reconfigure the commissioning landscape for DASA services in London by establishing an open framework to enable commissioners of DASA services to commission these services more effectively. The open framework will have a life span of eight years and be made up of two lots to enable the effective procurement of relevant services to discharge the GLA's duties under the DA Act. The services will include support in safe accommodation (Lot 1) and support for victims and survivors of domestic abuse (Lot 2). We would like to invite prospective suppliers to attend an online bidders conference in relation to the Open Framework. The session is designed to support organisations interested in applying to the framework by providing further clarity on requirements and processes. The event will cover: * A recap of the DASA Framework * A run through of the application process * Time for questions on the application process The conference will be held online on Thursday 2 July, 2:00pm until 4:00pm and we encourage partners to attend using this link: https://teams.microsoft.com/meet/32684280641524?p=jRNRTUQKxBSCcSKVKJ

"riskDetails": "The Contracting Authorities involved in this procurement have identified the following known risk to contract performance. This risk is foreseeable at the time of publishing this Tender Notice but cannot be fully mitigated or provided for within the Framework Agreement at the outset. The Framework is primarily funded by the Ministry of Housing, Communities and Local Government (MHCLG), and the total estimated value has been determined based on genuine forecast funding allocations available at the time of procurement. There is a risk that MHCLG funding allocations to the Greater London Authority (GLA), or to other Contracting Authorities entitled to use this Framework may increase during the term of the Framework as a result of government spending decisions, policy changes, or evolving service requirements. If this risk materialises, it may result in a material change to the overall value of the Framework and/or the scale and volume of services commissioned under it. Such impacts cannot be fully predicted or addressed through fixed contractual provisions at the outset. In these circumstances, it may be necessary for the Contracting Authority to modify the Framework Agreement and/or call off contracts awarded under it in order to ensure continued effective delivery of services. Any such modification will be limited to what is necessary to address the consequences of the risk arising and will be carried out in accordance with the applicable provisions of the Procurement Act 2023 and associated regulations relating to known risks and permissible contract modifications. The inclusion of this description is intended to ensure transparency to suppliers regarding the potential variability of funding and demand and the circumstances in which contract modifications may be required.",
