Summary of the contracting process

Powys County Council plans to commission a framework of training courses for its children’s and adults’ social care teams. The services will support workforce development and are funded through the Social Care Wales Workforce Development Programme grant. Training providers will be expected to deliver social care training courses in response to workforce demand, informed by an annual training needs analysis and the programme’s annual priorities. The work is for delivery in Powys, under the health and social work services category, with related community, social and personal services also covered. The framework is intended to support training provision for the Council’s social care workforce rather than the delivery of front-line care services. It is suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

This procurement is at the planning stage: the Council has announced its intention to procure and has not yet invited tenders. It expects to use an open procedure for a framework agreement, with electronic submissions through eTenderWales and bids accepted in English or Welsh. The indicative framework period is 1 April 2027 to 31 March 2032, with three possible 12-month renewals, giving a maximum period to 31 March 2035. The stated estimated value is £1,182,928 including tax. The Council expects to publish the next notice on 18 September 2026; its indicative tender closing date is 19 October 2026 at noon, with enquiries expected to close on 12 October 2026 at 5pm and award decisions by 11 December 2026. Quality is weighted at 85% and cost at 15%.

The framework is intended for experienced and competent training providers with the capability to design and deliver social care courses for both children’s and adults’ services. Suppliers should be prepared to respond to changing workforce demand and annual training priorities, and to provide delivery schedules that can be planned around the Council’s identified needs. Selection will consider economic and technical capability, with detailed requirements set out in the future tender documents. The strong quality weighting means providers should prepare clear evidence of training quality, subject expertise, delivery capacity and relevant experience, alongside competitive pricing. The opportunity may suit specialist social care trainers, established learning and development organisations, and smaller or community-based providers able to deliver high-quality workforce training at the required scale.
