Summary of the contracting process

The Police, Fire & Crime Commissioner for Staffordshire is commissioning two victim-support services across Staffordshire and Stoke-on-Trent. Lot A covers a free, confidential Hate Crime Service, providing independent specialist interventions for victims, whether or not incidents have been reported to the police. Lot B covers a free Anti-Social Behaviour and Mediation Service, including support for digital and cyber-related incidents. Both services must provide timely information, advice, guidance, signposting and one-to-one support, helping victims cope and recover, feel safe and live independent, fulfilling lives. Delivery must be tailored to victims, non-discriminatory and available regardless of residence status, citizenship or nationality. Partnership working with relevant service providers is an important part of coordinating effective victim services.

The procurement has reached tender: the Commissioner invited offers through an open competitive flexible procedure. It has two lots, and suppliers can pursue either or both. The estimated Lot A value is £739,916 excluding VAT (£887,899 including VAT); Lot B is £865,220 excluding VAT (£1,038,264 including VAT). Each contract is planned for 1 April 2027 to 31 March 2029, with two possible 12-month renewals extending the maximum period to 31 March 2031. Bidders need to demonstrate a credible service vision and delivery model, a suitable workforce, equality and diversity practice, victim support, safeguarding for children and adults, accessible service engagement, performance management, governance and contract-management arrangements. The evaluation also tests social value, mobilisation and the ability to work effectively with stakeholders and partners. Providers should therefore be able to deliver confidential, independent and responsive support across Staffordshire and Stoke-on-Trent, coordinate with relevant services, manage regular reviews and support victims with different circumstances and needs. Presentations will require responses to three scenario-based questions, favouring organisations able to explain practical responses as well as written policies.

The Staffordshire Police, Fire and Crime Commissioner seeks to commission a Staffordshire and Stoke-on-Trent Hate Crime Support Service (Lot A) and an ASB & Mediation Support Service (Lot B) for victims of crime / incidents, regardless of whether the crime / incident has been reported to the police or not. Both services will provide a free, confidential, high-quality service, with victim’s wishes and feelings being at the heart of service delivery. The service will provide timely information, advice, guidance, signposting and one-to-one support to help victims cope and recover from the impact of the crime / incident and the harm they have experienced. Working in partnership with relevant partners / service providers to ensure the development, coordination and delivery of a range of effective victim services will be a key element. Services will commence 1st April 2027. The Commissioner is planning on holding a market engagement day at Staffordshire Police HQ, Conference Room 7, Weston Road, Stafford, ST18 0YY on Friday 17th July 2026. This will include 1-2-1 sessions with individual suppliers, where requested. The aim of the market engagement day will be to examine the proposed specification and answer any questions in relation to the requirement and procurement process, before the formal tender is launched. Suppliers wishing to attend this event should login to, or register as a new supplier on, Proquro e-tendering portal and submit a completed attendance document through the Proquro system expressing an interest, before 14th July 5pm 2026.
