The Staffordshire Commissioner for Police, Fire and Rescue and Crime, wishes to commission an effective, Hate Crime Service (Lot A) and Anti-Social Behaviour and Mediation Service (lot B) across Staffordshire and Stoke-on-Trent, which will provide independent, specialist interventions to victims of Hate Crime and Anti-Social Behaviour (including digital / cyber)

Hate Crime (Lot A)
Hate Crime (Lot A) - The Staffordshire Commissioner for Police, Fire and Rescue and Crime (the Commissioner) has agreed to commission a free Hate Crime Service and Antisocial Behaviour (ASB) and Mediation Service. The services include a range of interventions (see section 5) Both services will be delivered across Staffordshire and Stoke-on-Trent and will: * Be confidential and tailored to the needs of the victim; * Help victims cope and recover from the impact of the crime / incident and the harm experienced; * Help victims to feel safe and live independent, fulfilling lives; * Operate without discrimination and be available regardless of residence status, citizenship or nationality; * Be subject to regular reviews.

Planning Information
The Staffordshire Police, Fire and Crime Commissioner seeks to commission a Staffordshire and Stoke-on-Trent Hate Crime Support Service (Lot A) and an ASB & Mediation Support Service (Lot B) for victims of crime / incidents, regardless of whether the crime / incident has been reported to the police or not. Both services will provide a free, confidential, high-quality service, with victim’s wishes and feelings being at the heart of service delivery. The service will provide timely information, advice, guidance, signposting and one-to-one support to help victims cope and recover from the impact of the crime / incident and the harm they have experienced. Working in partnership with relevant partners / service providers to ensure the development, coordination and delivery of a range of effective victim services will be a key element. Services will commence 1st April 2027. The Commissioner is planning on holding a market engagement day at Staffordshire Police HQ, Conference Room 7, Weston Road, Stafford, ST18 0YY on Friday 17th July 2026. This will include 1-2-1 sessions with individual suppliers, where requested. The aim of the market engagement day will be to examine the proposed specification and answer any questions in relation to the requirement and procurement process, before the formal tender is launched. Suppliers wishing to attend this event should login to, or register as a new supplier on, Proquro e-tendering portal and submit a completed attendance document through the Proquro system expressing an interest, before 14th July 5pm 2026. Please indicate who will be attending with e-mail addresses and if organisations wish to book a 1-2-1 session with Commissioners. Contract value: Lot A - Hate Crime Service Circa £704,000 (£176,000 per annum) Lot B - ASB & Mediation Service Circa £826,000 (206,500 per annum)
