Summary of the contracting process

The University of Wolverhampton, a public authority in the sub-central government sector, has completed the procurement process for its "26-34 Data Studio" project, aimed at enhancing academic and research capabilities through the installation of a physical data studio. Located in Wolverhampton, United Kingdom, the project falls under the services category, specifically dealing with software packages and special education services. The procurement, conducted via direct award, was authorised following a thorough assessment which identified Bloomberg Finance L.P. as the unique supplier capable of delivering the required functionalities and resources. The contract, valued at £222,731.03, is set to commence on 6th September 2026 and conclude on 5th September 2028.

This tender provides significant opportunities for businesses, particularly those involved in software solutions and educational resource provision. While the current contract was directly awarded to Bloomberg Finance L.P. due to its specialised service offerings, future procurement exercises may involve competitive bidding, allowing other businesses to participate. Companies capable of delivering innovative financial tools and data systems that support academic and operational needs may position themselves advantageously for similar future tenders, especially if they can demonstrate alignment with industry standards and educational accreditation requirements.

Notice Title

26-34 Data Studio

Notice Description

The University of Wolverhampton's School of Business and Law requires a physical data studio to enhance academic and research capabilities. The solution will provide access to industry-standard financial tools and data essential for high-quality teaching, research, and compliance with professional accreditation standards (ACCA, CIMA, ICAEW). The end product will reflect the layout of a trading floor, where students will have licenced access to trading data and interact with markets risk-free.

Procurement Information

The University undertook a preliminary market assessment to identify suppliers capable of meeting its academic and operational requirements. This process included engagement with peer Higher Education Institutions to understand current market provision, supplier selection rationale, and user experience, alongside direct consideration of alternative suppliers and their respective service offerings. Following this assessment, Bloomberg was identified as the only supplier capable of delivering the specific combination of functionality, content, industry-recognised platform capabilities, and educational resources required to support the University's current objectives. No alternative supplier was found to offer an equivalent solution that fully meets the University's requirements. Given the specialist nature of the requirement and the University's limited historical usage data in this area, the University intends to enter into a two-year contract. This initial term will enable the University to evaluate utilisation levels, assess stakeholder and student demand, and measure the educational and operational benefits derived from the service. The arrangement will also allow the University to further develop its understanding of future requirements and establish a robust business case for longer-term provision. The information gathered during the contract period will be used to inform the specification, procurement strategy, and evaluation criteria for a future competitive procurement exercise, should an ongoing requirement be identified.
