Summary of the contracting process

East Midlands Ambulance Service NHS Trust procured specialist ambulance-type vehicles for driver training, assessment and educational activities across its Trust operations in the East Midlands. The requirement is a short-term rental or lease service for emergency-response driver training, including blue-light training. Vehicles must be fully converted ambulance-type vehicles with emergency systems, including blue lights and sirens compatible with UK road legislation, together with warranties and technical support. Vehicle numbers depend on recruitment activity and operational demand under a no-commitment, no-volume call-off arrangement. The procurement covers ambulance vehicles and related training support, with the main category being services. It is suitable for businesses supplying compliant converted emergency vehicles and associated technical support for driver education.

The procurement is complete and has been awarded through a one-lot open procedure. Four bids were received, including four from SMEs. The award was made on 21 August 2026 to Emergency Services Training & Resilience as primary provider and Bluelight UK Ltd as backup provider. The awarded value is £471,560 excluding VAT, or £565,782 including VAT. The contract period is 8 September 2026 to 31 August 2028, with an option for two further 12-month extensions, up to 31 August 2030. A standstill period ends on 7 September 2026, and signature is scheduled for 8 September 2026. Evaluation weighted commercial price at 65%, technical and quality at 25%, and social value at 10%. Economic and technical selection requirements applied. Vehicle makes and models may change to reflect legislative or regulatory changes.

This award demonstrates a recurring requirement for specialist ambulance-type training vehicles supporting emergency-response and blue-light driver education. Competitors targeting future requirements from this NHS ambulance trust would need access to suitable converted vehicles, the ability to provide them on a rental or lease basis, and capacity to respond to demand that varies with recruitment and operational activity. Credible suppliers would need emergency lighting and siren systems compatible with UK road legislation, robust warranty arrangements and reliable technical support. The competition also shows that primary and backup provision can both be relevant, so suppliers able to maintain continuity and cover changing vehicle requirements may be well placed. SMEs have already demonstrated participation in this market, while commercial price, technical quality and social value all affect the outcome.
