Summary of the contracting process

NHS England intends to commission Multi-Neighbourhood Training Hubs for Primary Care, a programme of education and training services supporting the commitments in the 10 Year Health Plan. The work is intended to develop training provision across multiple neighbourhoods for primary care. This is at an early market-engagement stage: NHS England is seeking to identify capable potential providers and use their input to shape the procurement strategy, specifications and future delivery model. The planned service will be delivered in England; no more specific delivery locations are stated. The programme is intended for suppliers able to provide or support primary care training across a multi-neighbourhood model.

The process is at planning: NHS England has set out an intention to procure, but there is no invitation to tender. The buyer expects an open procedure. The procurement is planned as a single lot, with services expected to run from April 2028 to March 2031 and a possible extension to March 2033. The estimated value is £80 million excluding VAT (£96 million including VAT). NHS England expects the next procurement notice around April 2027. A market-engagement questionnaire is intended to inform detailed specifications, the procurement strategy and delivery model; survey responses were expected by 26 October 2026. The planned lot is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

This is a future prospect for providers of primary care education and training, including organisations able to work across multiple neighbourhoods. Suppliers with the capacity to support a large, multi-year programme may be well placed to contribute to its eventual delivery. The planned service is marked as suitable for small and medium-sized businesses and voluntary, community and social enterprises, indicating scope for providers beyond large national organisations. The current engagement is an opportunity for prospective providers to shape the future specification and delivery model before the competition is developed. NHS England says providers will not be disadvantaged in the eventual procurement if they do not respond to this early request for information. No particular accreditation, staff qualification or prior experience requirement is set out at this stage.
