Summary of the contracting process

Hertfordshire Partnership University NHS Foundation Trust is in the planning stage of a significant procurement titled "HPFT - Social Care in the Community". The procurement aims to establish a 'Support in the Community Framework' to provide community-based support and homecare services for adults with mental health needs. The Trust, located at The Colonnades, Beaconsfield Close, Hatfield, UK, is in the midst of pre-procurement market engagement sessions. The procurement process, complying with the Procurement Act 2023, will form a structured framework with service levels, geographical lots, and agreed rates, intending to create a sustainable provider market across Hertfordshire. Preliminary market engagement sessions are scheduled, with the next sessions planned for 31st July, 20th August, and 8th September 2026, leading up to the framework's expected start in April 2027.

This tender offers substantial opportunities for business growth, especially for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations. The total estimated value of £36 million, distributed across eight years and reopened every two years, highlights the potential for steady long-term partnerships. Businesses with expertise in health and social work services, particularly focusing on mental health support, will find this tender well-suited to their capabilities. Participating in these preliminary engagements will equip businesses to better understand the framework's operational model and identify the scope for competitive advantage in this evolving market.
