Emergency Storage of a Class 360 train (1 x4 Car Units) and Storage of a Class 810 train (1 x 5 Car Units)
Notice Description
Provision of emergency storage facilities and associated logistics support following an unforeseen railway incident that disrupted normal operations and storage arrangements. The incident necessitated the immediate removal and secure storage of railway materials, equipment and associated assets to maintain safety, support recovery works and minimise further disruption to the rail network. Due to the urgent and unforeseeable nature of the incident, there was an immediate requirement by EMR, RAIB, Network Rail and BTP to source suitable storage capacity in close proximity to an EMR location. Services include the provision of secure storage space, materials handling, access for recovery teams and short term logistics coordination to support ongoing railway operations and reinstatement activities. The contract was awarded under emergency circumstances where compliance with standard procurement timescales was not feasible. The selected supplier demonstrated the ability to mobilise rapidly, offer appropriately located facilities and meet the safety, security and operational requirements specific to railway infrastructure and asset management.
Procurement Information
Extreme and unavoidable urgency. An unforeseen railway incident created immediate and critical requirements to remove and securely store railway materials, equipment and associated assets. These circumstances created significant risks to public safety, operational continuity and the safe functioning of the rail network, requiring urgent intervention. The situation constitutes extreme and unavoidable urgency as defined under the Procurement Act 2023. The events were unpredictable, not attributable to the contracting authority and outside its control. Immediate action was necessary to stabilise the incident site, enable recovery works and prevent further disruption and risk. Due to the urgent timescales involved, it was not possible to carry out a competitive procurement procedure or comply with standard minimum tendering periods. Any delay in securing suitable storage facilities would have resulted in unacceptable safety risks, operational impacts and potential environmental harm. Accordingly, a direct award has been made in reliance on the ground of extreme and unavoidable urgency under Schedule 5, paragraph 13 of the Procurement Act 2023, where the need for the goods and services is so urgent that competitive procedures cannot be complied with. Please note the contract will be signed 30/06/2026 No standstill applies owing to the emergency justification An incorrect date of 10/07/2026 has been used simply because of system restrictions on FTS
