Summary of the contracting process

Associated British Ports (ABP) is planning the procurement of a multi-supplier Professional Services Framework, titled "ABP Professional Services Framework." This framework, under the management of ABP as the buying organisation, is geared towards servicing a wide array of project management, engineering, property, and advisory needs. It is set to commence in 2027 and covers regions across the United Kingdom, involving industry categories like project management, architectural services, and environmental consultancy. The procurement is in the planning stage as of June 29, 2026, with an expression of interest deadline set for August 21, 2026. The framework is designed to operate as an open framework, capable of periodic re-opening for additional suppliers, with a budget of £90 million gross (£75 million net) and a duration potential of up to eight years, ending by May 2035.

This tender represents significant growth opportunities for businesses offering project management, engineering, consultancy, and architectural services. The planned framework encompasses numerous lots and sub-lots, favouring both national reach and regional expertise, promoting engagement from Small and Medium Enterprises (SMEs) as well as larger firms capable of handling large-scale projects. Competitive selection involves a two-stage process: an initial pre-selection questionnaire followed by an invitation to tender, where submissions will be evaluated both technically and commercially. Businesses capable of registering through the In-Tend e-sourcing portal and demonstrating compliance, financial stability, health and safety adherence, technical capability, and relevant experience are well-suited to compete in this process, thereby securing a role in enhancing ABP's strategic and operational objectives across the UK.
