        "description": "The Delivery Partner (DP) will be responsible for supporting the development and delivery of the programme, providing technical, commercial and project management capability to ensure effective planning, risk management and delivery of defined outcomes. The estimated value is PS1,080,000,000 inclusive of VAT based on the contracting authority's current assumptions regarding programme scope, delivery profile, and resource requirements over the contract term. Due to the evolving nature of the programme and the length of contract, envisaged at 14 years, the volume and value of services required may vary over time. The stated value therefore represents an estimated total potential spend rather than a committed or guaranteed amount. In addition, progression through design stages and associated milestones or gates will determine the timing and extent of services required, potentially influencing the overall contract value over time. This estimate has been prepared in accordance with the valuation principles set out in the Procurement Act 2023.",

            "features": "The Delivery Partner (DP) will be procured using the Competitive Flexible Procedure outlined in the Procurement Act 2023 (the Act). There will be multiple stages in the DP procurement. In the first stage, tenderers will need to respond to the Procurement Specific Questionnaire (PSQ). The PSQ will cover topics including, but not limited to, technical and professional ability, economic and financial standing, and organisational capability to deliver a complex infrastructure programme. Applicants will be required to demonstrate that they meet these conditions on a pass/fail basis, including evidence of relevant experience, effective supply chain management, and appropriate systems, standards and governance. Only applicants that satisfy all applicable conditions of participation will be invited to progress to the next stage of the procurement process. Following evaluation of Initial Tenders, GBE-N intends to down-select a shortlist of the highest-scoring Tenderers. These shortlisted Tenderers will be invited to participate in an Enhanced Information, Dialogue and Due Diligence stage, during which GBE-N will engage with each Tenderer to clarify and refine their proposals, test deliverability, and further develop commercial and technical solutions Following completion of Dialogue, Tenderers will be invited to submit an Invitation to Submit Final Tender (ISFT). Final Tenders will be evaluated to identify the Most Advantageous Tender, after which a Preferred Bidder will be selected, approvals obtained, and the procurement will proceed to contract award following a standstill period."
