To procure a Capital Major Works Contractor Capital Major Works refers to the delivery of high-value, large-scale projects, major repairs, and significant void (empty homes) refurbishments undertaken to maintain, replace, repair, or enhance critical building components across the Employer's housing stock. The scope of Works includes, but is not limited to: * Kitchen and bathroom replacements * Window and door renewals * Roofing works * Electrical installations * Structural repairs and external elements Capital Works also incorporates capitalised interventions arising from: * Insurance claims (generally over PS10,000) * Disrepair cases * Void property refurbishments (typically in excess of PS25,000) * Compliance works, including those required under Awaab's Law * Complex or exceptional cases requiring significant capital investment In addition, Capital Works includes planned replacements brought forward ahead of their lifecycle where urgent intervention is required. This may also encompass high-value responsive repairs (generally over PS10,000) and complex cases such as structural defects, subsidence, or works affecting multiple neighbouring properties. These works may originate from any service area, including reactive repairs, voids, planned programmes, estates, or other operational functions. Suppliers should refer to the Specification at Document 4 OF STAGE 2 DRAFT DOCUMENTS for further details of mhs homes' requirements and the works that the successful Supplier will be required to carry out under the Contract.             "features": "This Competitive Flexible Procedure will be conducted in up to 3 stages - the PSQ Stage (Stage 1), the ITT Stage (Stage 2) and an optional preferred supplier stage 3. The 3 stages are described in more detail below. Stage 1:Stage 1 commenced with the issuing of a Tender Notice and the publication of this PSQ. All Suppliers that wish to be considered for the Contract are required to complete and return this PSQ in this form in Word format, and all supporting documentation. The DSQ is assessed on a pass/fail basis with technical capability written questions also assessed. The Authority intends to take 6 (Six) Bidders through to the ITT Stage, where there is a tied score at sixth place, all tied Bidders shall be progressed. In the event that there are fewer than 6 (six) suitably qualified Bidders (i.e. less than 6 (six)) Bidders pass the PSQ), the Authority shall select only those Bidders to progress to the ITT provided that there is a sufficient number to ensure genuine competition. Please Note: At this stage (Stage 1) Suppliers are only required to complete and submit their response to the PSQ (together with all supporting information) by the deadline stated above. The draft ITT documents have been made available to Suppliers for information only at this stage. Suppliers are not required to submit a response to the ITT at this stage. Note stage 2 documents are in draft format and as permitted under the regulations, MHS reserve the right to amend stage 2 documents including assessment criteria prior to the final requests for tender at stage 2. Stage 2: Stage 2 will commence with the issuing of a letter inviting Suppliers that have been successfully shortlisted at Stage 1 to submit their tenders, in response to the Invitation to Tender (ITT) document. This will be assessed using CPQS methodology, using Pricing and quality question responses to calculate a preferred bidder. Optional Stage 3: Preferred Supplier Stage This is an optional stage and it's inclusion is entirely at MHS Homes discretion. Should we not utilize stage 3, we will progress straight issuing assessment summaries and contract award notices. The optional Preferred supplier stage may be used to clarify or confirm any commitments made in the preferred bidders tender or to refine and improve a tender to drive additional value."
