Summary of the contracting process

Westminster City Council is currently in the planning stage of a procurement process for the re-procurement of housing repairs, maintenance, and installation contracts, specifically targeting mechanical, electrical, and domestic heating systems. This initiative, part of a multi-tranche programme, is critical to the management and improvement of the council's housing stock in London, which includes approximately 21,000 homes. The procurement programme, slated to start on 1 July 2027 and potentially run through 30 June 2032, encourages supplier engagement through a Preliminary Market Engagement (PME) process, with feedback requested by 16 July 2026. Interested parties can respond through the council's electronic tendering portal, Jaggaer, highlighting the importance of timely participation to influence the final procurement strategy.

This tender presents growth opportunities for businesses in the mechanical, electrical, and domestic heating sectors, particularly those skilled in repair, maintenance, and installation across residential settings. It is ideally suited for experienced service providers, including small and medium-sized enterprises (SMEs) and voluntary community sector enterprises (VCSEs), looking to expand by engaging with a prestigious public authority. The indicative contract values highlight significant investment, making it a lucrative opportunity for companies capable of delivering compliant and resident-focused services while meeting industry standards. The council emphasises the need for innovative solutions and market expertise, particularly concerning mechanical and district heating networks, underscoring potential collaboration opportunities for businesses with specialisation in sustainable and efficient energy solutions.

Notice Title

Repairs, Maintenance and Installations of Mechanical, Electrical and Domestic Heating Systems

Notice Description

Westminster City Council is undertaking a comprehensive re-procurement programme for its housing repairs, maintenance and works contracts, currently delivered through a portfolio of Term Partnering Contracts (TPCs). The Programme forms part of the Council's wider strategic approach to the management, maintenance and improvement of its housing portfolio and is being delivered through a multi-tranche procurement programme supported by a Strategic Alliance model. The Council manages approximately 21,000 homes across the City, including a significant number of high-rise residential buildings, listed properties and buildings located within conservation areas. As part of Tranche 2 of the programme, the Council is seeking to appoint suitably qualified and experienced providers to deliver comprehensive mechanical, electrical and domestic heating maintenance, repair, replacement and installation services across its housing portfolio. The Mechanical contract is expected to include the planned preventative maintenance, inspection, testing, repair, renewal and replacement of communal mechanical assets and systems, including communal heating and district heat network infrastructure, boiler houses, mechanical ventilation systems, cold water storage tanks and pumps, sewage and stormwater pumping stations, controls and associated plant. The scope is also anticipated to include water hygiene management, legionella compliance activities, 24/7 emergency response services, and support for the Council's Building Safety Act and Golden Thread obligations. The Council is additionally exploring the potential inclusion of broader heat network maintenance, repair and operational services and welcomes feedback from organisations with relevant experience in this area. The Electrical contract is expected to cover the inspection, testing, maintenance, repair, renewal and installation of electrical systems and associated infrastructure, including landlord and communal electrical installations, fixed wire testing, emergency lighting, landlord distribution systems, street and estate lighting, security and alarm systems, fire safety interfaces and low-carbon technologies such as solar PV, battery storage and electric vehicle charging infrastructure. The Domestic Heating contract is expected to include the servicing, maintenance, repair, replacement and renewal of domestic heating systems, including gas safety inspections, boiler and heating system replacements, associated pipework, controls, alarms and statutory compliance activities. Across all three service provisions, the Council expects providers to deliver safe, compliant, reliable and resident-focused services in accordance with all applicable legislative, regulatory and industry requirements. Based on current assumptions, the estimated values for each contract opportunity are: - Mechanical: PS31,079,483 (excluding VAT), PS37,295,379 (including VAT) - Electrical: PS18,046,747 (excluding VAT), PS21,656,096 (including VAT) - Domestic Heating: PS9,426,595 (excluding VAT), PS11,311,913 (including VAT) - District Heating Networks: PS13,500,000 (excluding VAT) PS 16,200,000 (including VAT) (may form part of the Mechanical contract subject to the outcomes of the PME process) These figures are indicative only and remain subject to further refinement. The final estimated contract values will be stated within the Tender Notice or Notices (as relevant) to be published.

Planning Information

The primary purpose of the PME process is to raise awareness of the forthcoming contract opportunities, stimulate supplier interest and maximise competition. The Council also wishes to obtain market feedback on the proposed scope of requirements and more specifically the proportionality, relevance and deliverability of the indicative minimum technical, competency, social value and sustainability requirements. The Council is also seeking feedback on the relative advantages and disadvantages of the procurement options set out in the Request for Information (RFI document), including their impact on market participation, service quality, single supplier dependency risks, value for money and long-term contract performance. Finally, having due regard to the constraints associated with the Programme and the current contractual arrangements, the Council is particularly interested in obtaining market feedback on the most proportionate procurement approach, balancing the potential benefits of dialogue and negotiation against the need to achieve a timely, compliant and efficient procurement process. The Council welcomes participation from all interested suppliers capable of delivering services of this nature and encourages respondents to provide constructive feedback to help shape the final procurement strategy and future service model. Interested suppliers are invited to complete a Request for Information (RFI) Questionnaire and return it via the Council’s electronic tendering portal (Jaggaer) no later than 16:00pm on Thursday 16th July 2026. All communications, including expressions of interest and general queries, relating to this PME Notice shall take place exclusively via the Council’s electronic tendering portal. Information and instructions on how to register and access Jaggaer can be found in the following link: https://wcc.ukp.app.jaggaer.com/go/93367162019F19616965 The Council does not bind itself to running a procurement, or awarding any resultant contract(s), following the conclusion of this PME.
