Summary of the contracting process

Winchester City Council is procuring building refurbishment works for Winchester Guildhall and the associated Abbey House offices in Winchester. The scope covers internal and external alterations to a historic cultural building, including full internal redecoration, opening up vaulted ceilings, replacement and new toilet facilities, removal of partitions to create open office space, and an external balcony with possible strengthening and handrails. It also includes replacement mechanical and electrical plant, refurbishment or possible replacement of roof coverings and rainwater goods, external stonework refurbishment, and restoration of masonry fenestrations at Abbey House, the Mayor of Winchester’s office. This is a construction works requirement, including building alteration, roofing, scaffolding, masonry and bricklaying.

The procurement is complete and the contract has been awarded, subject to a standstill period ending on 15 September 2026. It used a single open procedure with a two-stage appointment: pre-construction followed by construction. The award date is 4 September 2026, to Appledown Projects Ltd. The award value is £5,343,419.66 excluding VAT and £6,412,103,592 including VAT; the original estimated value was £4.9 million excluding VAT and £5.9 million including VAT, with costs described as indicative because of the two-stage process. The awarded contract period is 17 September 2026 to 29 February 2028. There was one valid bid. Evaluation weighted price at 60% and quality at 40%; economic and technical participation conditions were set out in the tender documents.

For a future requirement of this type, credible competitors would need the capacity to manage a substantial, phased refurbishment of a historic civic building while coordinating pre-construction and construction delivery. Relevant capability includes internal fit-out and alteration works, vaulted-ceiling openings, toilet installation, office-space reconfiguration, mechanical and electrical plant replacement, roofing and rainwater goods, external stonework, masonry fenestration restoration, scaffolding, and potentially structural strengthening for balcony works. Experience of working on buildings of historical or architectural interest would be particularly relevant. The procurement was marked as suitable for SMEs and voluntary, community or social enterprises. Suppliers would need to satisfy the buyer’s economic and technical participation conditions and present a strong quality case alongside competitive pricing, since quality formed 40% of the evaluation.
