Summary of the contracting process

The Police and Crime Commissioner for Humberside is procuring an Estates Improvement Framework for Humberside Police. The framework’s overall estimated value is £10,000,000 excluding VAT (£12,000,000 gross). Up to three contractors may be appointed to each lot, with schemes awarded through mini-competitions. Evaluation is technical quality 70%, preliminaries and overheads percentage 20%, and social value and sustainability 10%.

Suppliers should be able to deliver construction and estates improvement works for police, law-enforcement and emergency-services buildings, while coordinating multiple schemes of different values and complexities. The two-lot structure may suit both contractors focused on projects between £50,000 and £500,000 and larger contractors experienced with schemes up to the higher lot’s stated value range. The first lot is identified as suitable for small and medium-sized enterprises. This Invitation to Tender ("ITT") has been issued by The Police & Crime Commissioner for Humberside (the "PCC") in connection with a competitive procurement for the provision of an Estates Improvement Framework. The requirement will be tendered in 2 value-based LOTs consistent with Humberside Police's operational footprint. Humberside Police will be looking to appoint a maximum of 3 contractors per value driven LOT. Each scheme of works will be subject to a mini-competition between the 3 contractors for the relevant LOT.
