Summary of the contracting process

Cambridgeshire County Council is currently in the tender stage of re-procuring its Cleaning & Grounds Maintenance Framework Contract, previously established in 2023. This tender is intended to appoint a single provider to deliver a comprehensive cleaning and grounds maintenance service across various properties within Cambridgeshire, including routine and specialised cleaning as well as grounds maintenance activities. The procurement process, initiated on 1st July 2026, employs a competitive flexible procedure method and has a submission deadline for expressions of interest by 31st July 2026. Prospective providers will be shortlisted during the initial stage, leading to a final tender submission by November 2026, with contract commencement slated for April 2027.

This contract presents significant business growth opportunities for companies specialising in cleaning and sanitation services, as well as grounds maintenance services, under CPV classifications 90900000 and 77000000. It is especially suited for businesses capable of handling large-scale service delivery across diverse locations. The framework agreement is designed to be accessed by a wide array of public entities within Cambridgeshire, offering potential expansion to businesses through additional contracting opportunities within local institutions like schools and district councils. Thus, businesses with a robust operational capacity and experience in managing comprehensive service contracts are likely well-positioned to compete effectively for this long-term contract opportunity.
