Summary of the contracting process

The Council of the City of Wakefield is planning a procurement process under the project titled "Equipment, Wheelchairs and Adaptation Systems," focusing on acquiring a modern, cloud-based solution to enhance its Adult Social Care Equipment, Wheelchair and Adaptations Services. This pre-market engagement aims to inform the Council's procurement strategy before advancing to a tender phase. The process is in the planning stage with a key milestone set for expressions of interest by 15 July 2026. The location for this project is Wakefield, UK, falling under the industry categories of medical, business software, and information systems. The estimated contract value is £450,000 with a gross amount of £540,000, indicating a significant investment in goods and services. The procurement is particularly suited for small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), with the start of the contract period anticipated on 1 January 2027 and the potential maximum extension until 31 December 2034.

This procurement initiative offers substantial business growth opportunities for tech companies specialising in configurable, scalable software solutions with capabilities in operational, asset management, and reporting features. Companies providing services that integrate with NHS systems and those offering innovative business transaction and medical software packages would find a particularly good fit. The engagement encourages collaboration, requiring interested suppliers to register an expression of interest via the YORtender portal. This will allow businesses to showcase their capabilities and engage further in discussions on solution implementation, which supports the Council's aim to streamline service delivery and enhance asset management efficiency. This is an opportunity for businesses to secure a significant, long-term contract that could bolster their portfolio and presence in the public sector market.

Notice Title

Equipment, Wheelchairs and Adaptation Systems

Notice Description

Wakefield Council is seeking market engagement to inform the future procurement of a modern, cloud-based suite of solutions to support the delivery of its integrated Adult Social Care Equipment, Wheelchair and Adaptations Services. The Council requires configurable, scalable solutions that provide comprehensive operational, asset management and reporting capabilities, supporting service delivery from initial referral through to the ongoing management, maintenance and eventual disposal or recovery of equipment and adaptation assets. Solutions should reduce administrative burden, improve operational efficiency, enhance visibility of service activity and asset status, and provide a single source of trusted information across each service. The Equipment Service Solution will support the complete lifecycle of community equipment for adults and children, including referral management, assessment, ordering, stock and inventory management, asset tracking, delivery and collection scheduling, route optimisation, maintenance, servicing, repairs, decontamination, recycling, reuse and disposal. The solution should provide real-time operational visibility, mobile and handheld device support for field-based staff, barcode and/or RFID capability, configurable workflows, comprehensive reporting and audit functionality, and secure role-based access for Council staff, NHS partners and other authorised users. The Wheelchair Service Solution will support the end-to-end management of wheelchair services, including referral and waiting list management, clinical assessment, prescription, appointment and clinic scheduling, wheelchair provision, maintenance, repairs, recalls, reviews and asset management. The solution should support clinicians and operational teams through configurable assessment forms, integrated communication with service users, mobile working, lifecycle management of wheelchair assets, and reporting that supports operational management, clinical governance and statutory requirements. The Adaptations Service Solution will support the ongoing management of adaptation assets installed within domestic properties, including servicing, maintenance, repairs, compliance management, contractor management and lifecycle tracking. The Council is seeking a solution that provides comprehensive asset records, servicing schedules, warranty and compliance information, contractor collaboration, audit trails and reporting to ensure adaptation assets remain safe, compliant and effectively maintained throughout their operational life. Across all three services, the Council requires solutions that are highly configurable without supplier development, support integration with current and future Council, NHS and partner systems through standard interfaces, provide secure cloud-based access with robust security and audit controls, and deliver flexible reporting and analytics. The Council is seeking solutions that improve productivity, strengthen governance and asset management, support collaborative working across organisations, and provide the flexibility and scalability to meet future operational requirements and changing demand.

Planning Information

The purpose of this pre-market engagement is to inform the development of the Council's procurement strategy, specification and tender documentation. No supplier selection or evaluation will take place as part of this exercise. Suppliers interested in participating are invited to submit an Expression of Interest via the procurement portal: YORtender portal https://yortender.eu-supply.com/login.asp?B=YORTENDER by 12:00 on 15/07/2026, reference: 100112085. It is your responsibility to register on the portal and ensure that the appropriate person is selected as the main point of contact and that their email address is up to date. All correspondence relating to this consultation from the Council will be sent electronically via the messaging section of the portal, to this person. If you have any questions regarding this market engagement, please send them on YORtender using the messaging facility. Following the Expression of Interest stage, the Council intends to invite those suppliers that have expressed an interest in the opportunity to participate in further engagement activities. This approach is intended to ensure that the engagement process remains proportionate and manageable, enabling the Council to undertake meaningful discussions with suppliers that are actively interested in the opportunity, rather than engaging with the wider market irrespective of interest. Further engagement may include one or more of the following: • Review and comment on the draft specification and proposed requirements. • Completion of a structured questionnaire. • Supplier presentations or demonstrations. • Individual or group engagement sessions to discuss solution capability, implementation approaches, commercial models and market innovation. • Requests for clarification or additional information where appropriate. The Council reserves the right to determine the format, scope and timing of any subsequent engagement activities. Participation in this pre-market engagement does not form part of any procurement process, does not confer any advantage in any future procurement, and does not commit the Council to commence or proceed with a procurement.
