Summary of the contracting process

The DfI Transport and Road Asset Management (TRAM) is conducting a tender for the Interim Surfacing Contract 2026 - ISCS1 Down, aimed at maintaining and improving the public road network in the Down area. This procurement falls under the civil engineering works category, particularly surface work for roads. The process is currently in the tender stage, with the deadline for submissions set for 11 August 2026. The contract will initially cover a period from 1 September 2026 to 31 October 2026, with possibilities for extensions based on performance. The project will operate as a Measured Term Contract with the total estimated value capped at £5,160,000, although individual works will range from £50,001 to £750,000. The open procurement method is used, inviting small and medium-sized enterprises to participate.

This tender presents significant opportunities for businesses specialising in road surfacing and related civil engineering services, offering substantial growth potential through the execution of multiple concurrent projects. Companies with expertise in carriageway resurfacing, traffic management, and highway drainage systems are particularly well-suited to compete, considering the diverse scope of works involved in the project. As the contract is open to SMEs and involves a competitive evaluation based on technical capability and pricing, it provides an accessible platform for businesses seeking to establish or expand their footprint in the public sector road maintenance industry in Northern Ireland.

The contract will operate as a Measured Term Contract, with individual works commissioned through the issue of Works Orders. The Contractor shall undertake surfacing and associated highway works within the designated contract area as instructed by the Contracting Authority. Works Orders will generally range in value from PS50,001 to PS750,000. This procurement is being undertaken as an interim and time-limited arrangement to ensure continuity of essential highway maintenance services and the delivery of safety critical resurfacing works within the Down contract area. The Contracting Authority requires this short-term delivery mechanism to maintain service provision pending the establishment and mobilisation of a replacement surfacing contract procured through the Road Asset Management (RAM) Surfacing Framework, in accordance with the Department's established procurement strategy and longer-term delivery model.
