Summary of the contracting process

MAG Airport Limited is procuring aeronautical ground lighting (AGL) fixtures, fittings and components for use across Manchester Airport, East Midlands Airport and Stansted Airport. The requirement covers a diverse airport asset base and is intended to support airfield lighting purchases, including goods and associated products and services. The buyer plans to establish a multi-supplier framework that can be used by Manchester Airport Plc, East Midlands International Limited and Stansted Airport Limited. The framework will support direct awards and further competitions for call-off contracts. Relevant suppliers include manufacturers, distributors, maintainers and integrators of runway lighting, AGL equipment, control systems, circuits, fittings and compatible replacement components.

The process has reached tender: MAG invited offers through a multi-stage Competitive Flexible Procedure. Stage 1 is the tender response, followed by an optional best and final offer stage, then contract award. Responses were due by 26 August 2026 at 12:00 noon, with award intended by 30 October 2026. The single-lot framework is valued at £10,000,000 excluding VAT (£12,000,000 including VAT). The initial contract period is 6 January 2027 to 5 January 2030, with a possible one-off two-year extension to 5 January 2032. Evaluation is weighted 70% commercial, 20% technical and 10% environmental, social and governance. Bids are submitted electronically through SAP Ariba in English.

This opportunity suits suppliers able to provide reliable aeronautical ground lighting equipment across several major UK airports and support compatibility with varied existing infrastructure. Strong candidates will be able to demonstrate technical competence, environmental, social and governance capability, commercial value and legal compliance. Experience with proprietary AGL systems, control systems, circuits, fittings and associated equipment is particularly relevant, as are capabilities in extending, modifying, upgrading or replacing installed systems without creating operational or safety risks. Manufacturers, authorised suppliers, maintainers and systems integrators may be well placed, especially where they hold the system-specific technical knowledge, software access or original equipment manufacturer accreditation needed for particular airport assets.
