It is MAG's intention that the Framework will allow for both Direct Award and Mini-Competition mechanisms to facilitate the purchase of goods. MAG will be following a Competitive Flexible Procedure (CFP) which will evaluate Bidders against the below criteria: - Technical Competency (including ESG) - Commercial Value - Legal Compliance Further information will be available in the subsequent Tender documents.",

                "description": "The Authority intends to establish a multi-supplier Framework for the provision of Airfield Ground Lighting (AGL) products and services across Manchester, Stansted and East Midlands Airports. Call-Off Contracts under the Framework may be awarded by: 1. Direct Award; or 2. Further Competition between Framework Suppliers. The Authority will determine the appropriate call-off mechanism in accordance with the nature of the requirement and the conditions set out below. The selected approach will be applied objectively, transparently and consistently. Due to the operational environment and existing infrastructure across the Authority's airports, certain AGL systems are proprietary in nature, including (but not limited to) control systems, circuits, fittings, and associated equipment. Where a Call-Off requirement relates to: - existing proprietary AGL systems; - extensions, modifications, or upgrades to installed infrastructure; - replacement of components requiring compatibility with existing systems; - works or services requiring system-specific technical knowledge, software access, or OEM accreditation; or - continuity of service for critical airfield operations where integration with existing systems is required, the Authority may use Direct Award. In such circumstances, the Authority will award the Call-Off Contract to the Framework Supplier that is objectively identified as: - the original equipment manufacturer (OEM); - an authorised supplier, maintainer, or integrator of the relevant system; or - the only Framework Supplier capable of delivering the requirement without introducing technical, operational or safety risk. The basis for Direct Award will be demonstrably linked to: - system compatibility requirements; - technical constraints of the existing asset base; and - the need to ensure safe, compliant and uninterrupted airfield operations. Direct Award will not be used where more than one Framework Supplier is capable of delivering the requirement without modification to the existing system or without introducing material delivery or performance risk.",
