Summary of the contracting process

Greater Manchester Combined Authority, working with Greater Manchester Fire and Rescue Service, is planning a digital transformation programme to address more than 50 fragmented systems and over 30 processes across the Service Delivery and Prevention & Protection directorates. The requirement is for a partner to deliver the programme’s digital solution project, including improvements to premises, people and risk data; reduced manual data entry and re-keying; stronger mobile capability for field-based work; and better reporting, auditability and data quality. The procurement is for information technology consultancy, software development, internet and support services. The work is for Greater Manchester Fire and Rescue Service and is being led by GMFRS and GMCA. The programme will be delivered over up to 10 years, with the main digital solution project expected to run for about 3.5 years and continuing support and maintenance afterwards.

This procurement is at the planning stage: the buyer has expressed its intention to procure, but it is not an invitation to tender. The expected procedure is a competitive flexible procedure. Relevant suppliers should be prepared to support field-based users through mobile capability, reduce manual work, and provide reliable reporting, audit trails and information governance. The requirement also favours organisations able to work across service delivery and prevention and protection functions, manage change over a multi-year programme, and provide ongoing support and maintenance after implementation. The lot is identified as suitable for SMEs, so smaller specialist firms may be well placed to participate directly or through a partnership, consortium or subcontracting arrangement when the procurement reaches the market.

GMFRS/GMCA are looking into delivering Digital Transformation Programme to GMFRS over a period of up to 10 years. GMFRS/GMCA will be delivering the programme, and we are looking for a partner to deliver the 'digital solution' project/element of the programme, for approx. 3.5 years, with ongoing support and maintenance expected beyond that. The organisation currently has 50+ fragmented systems and 30+ processes with many manual interventions, across 'Service Delivery' and 'Prevention & Protection' directorates, duplicate and inconsistent premises, people and risk data, heavy reliance on manual data entry and re-keying, limited mobile capability impacting field-based working, constraints in reporting, auditability and data quality - all of which will wish to address in the Programme.
