Summary of the contracting process

Northern Trains Limited, a public authority within the central government, is embarking on a procurement process to establish a Construction Framework Agreement targeted at infrastructure works across its Train Care Centre estate and stations in the United Kingdom. The procurement is currently in the planning stage, with an early market engagement session scheduled for 14th July 2026. This initiative is key to NTL's asset management and capital delivery strategy, and it focuses on work categories such as civil, structural, mechanical, and electrical enhancements, vital for supporting both current operations and the introduction of new rolling stock. The planning phase involves milestone engagements with potential suppliers to shape the procurement strategy, including a virtual session to discuss framework objectives, work scopes, and procurement timelines.

This framework presents substantial growth opportunities for construction firms, particularly those adept in handling complex, multi-discipline railway solutions and depot environments. Businesses capable of internal building fit-outs, component movement solutions, and environmental and energy management would be well-suited to compete. NTL seeks experienced contractors who adhere to industry best practices, ensuring high-quality delivery, safety compliance, and value for money. This long-term engagement model offers flexibility, allowing subcontracting and tailored packaging of tasks. Companies aspiring to expand their footprint in infrastructure projects within the rail sector stand to gain significantly from participating in this competitive framework opportunity.

Planning Information

Northern Trains Limited ("NTL") is seeking to undertake early market engagement with suitably qualified and experienced Suppliers in advance of a forthcoming procurement to establish a Train Care Centre & Stations Construction Framework. The proposed Framework will support the delivery of a programme of works across NTL's Train Care Cantres & Stations, including (but not limited to) civil, structural, mechanical, electrical, and associated infrastructure upgrades required to facilitate current operations and the introduction of new rolling stock. NTL invites interested Suppliers to attend a virtual Pre-Market Engagement session, which will be held on: 14th July 2026 at 10:00am via Microsoft Teams The session will include a presentation delivered by the Project and Procurement Teams, outlining the strategic objectives of the Framework, the anticipated scope of works, and the proposed procurement approach. The session will provide insight into the following areas: -Overview of the Train Care Centres & Stations Construction Framework and programme objectives -Scope of works and technical requirements across the Train Care Centres & Stations -Anticipated lotting structure and delivery model (where applicable) -Procurement route, timelines, and key milestones NTL is also seeking feedback from the market to help inform the development of the procurement strategy, including: -Proposed contracting model (e.g. framework structure, call-off -mechanisms) -Packaging and subcontracting opportunities -Pricing approaches and cost management mechanisms -Commercial terms and risk allocation Following the engagement session, participating Suppliers will be invited to complete a short questionnaire to capture feedback on the proposed approach. NTL may also invite Suppliers to participate in one-to-one follow-up meetings, which are expected to take place shortly after the session. These meetings will provide an opportunity to explore feedback in greater detail, including views on constructability, delivery risks, and optimal commercial arrangements. Selection for these sessions will be at NTL's sole discretion. This pre-market engagement is being undertaken to inform NTL's approach and does not constitute a commitment to commence a procurement process. To express interest in attending the Pre-Market Engagement session, please email: - Amber Darby-Lunn (Amber.darby-lunn@northernrailway.co.uk) and - Daniel Yates (Dan.Yates1@northernrailway.co.uk) Please include your organisation's name, contact details and the name of attendees. A calendar invitation with joining details will follow. Suppliers should note that there is no obligation to take part in this preliminary market engagement exercise and that if they do not take part, it will not preclude them from the subsequent related procurement process. Engaging Suppliers will not receive preferential treatment in any procurement tender process, and this is in no way an indication of the selection of any organisation or a guarantee of future work.
