Summary of the contracting process

Cambridge City Council, working with the Greater Cambridge Partnership and Darwin College, procured river restoration works at Sheep’s Green Local Nature Reserve in Newnham, Cambridge. The project is intended to restore permanent water flow to seasonally dry channels through the reserve by reconnecting them with the floodplain. The works address historic disconnection caused by raised sections of the main river and the parallel Mill Race, Snobs Brook. The requirement covers construction work for water projects and environmental rehabilitation. It is a sensitive public site near Cambridge city centre, with public access, grazing animals, trees and protected species constraints. The appointed contractor is therefore responsible for delivering environmental restoration works in a complex river and nature-reserve setting.

The procurement is complete and was awarded to MILES WATER ENGINEERING LTD on 3 September 2026. It used a below-threshold open competition for works, with five bids received. The original estimated value was £150,000 excluding VAT (£180,000 including VAT); the awarded value is £198,717. The awarded contract period is 1 October 2026 to 1 March 2027. The tender covered one lot, marked suitable for small and medium-sized enterprises. The bid deadline was 3 August 2026 at 12:00, and the enquiry period ended on 24 July 2026 at 23:59. Evaluation was based on quality at 70% and price at 30%. Electronic submissions were allowed.

This procurement demonstrates demand from Cambridge City Council for specialist river restoration and environmental rehabilitation delivered on a public, environmentally constrained site. A credible future competitor would need substantial experience on river floodplains, including restoring channels and managing watercourse works, and the practical capacity to deliver construction safely around public access and grazing animals. Experience of working alongside trees, protected species and other ecological constraints would be important, as would the ability to manage a sensitive site close to a historic city centre. The requirement also indicates that smaller businesses can compete for this type of work. Firms combining civil engineering, river restoration and environmental site-management capability would be best placed to pursue comparable requirements from this buyer.

Notice Information

Notice Title

Sheep's Green Watercourse Restoration

Notice Description

Cambridge City Council, working in partnership with Greater Cambridge Partnership (GCP) (principal funder) and Darwin College (Tenant leaseholder of part of the land), are seeking to restore permanent water flow to seasonally dry channels flowing through our Sheep's Green Local Nature Reserve in Newnham, Cambridge. These channels have been historically disconnected from the floodplain through the artificial raising of the main river and parallel Mill Race (Snobs Brook) to power the historic water mills and more recently aid recreational navigation. The attached construction plans detail the proposed scheme that currently has live applications for both Flood Risk Assessment Plan (FRAP - Environment Agency) and Section 38 - Works on Common Land (Planning Inspectorate). We are seeking an experienced river restoration contractor to deliver the scheme on this sensitive, public site close to the historic city centre. Bidders are required to demonstrate significant experience in delivering similar schemes on river floodplains with public access, grazing animals, tree and protected species constraints.
