Summary of the contracting process

Natural Resources Wales is procuring a four-lot framework for forest infrastructure construction and associated services across Wales. The work covers primary and secondary infrastructure and associated land, including constructing, maintaining, repairing, servicing and upgrading physical structures that support safe and efficient timber harvesting on the Welsh Government Woodland Estate. The lots cover North Wales, Mid Wales, South West Wales, and South Central and South East Wales. The procurement is primarily for engineering and construction works, with related services also included (CPV 45220000). Natural Resources Wales is the buying organisation. Suppliers may therefore be relevant if they deliver civil engineering, forestry infrastructure or related construction and maintenance services in Welsh forest estates and can work across one or more of the geographic areas.

It is a framework with up to 26 participants, using direct awards for call-offs under £50,000 and mini-competitions above £50,000. Enquiries closed on 9 October 2026 at 5pm; offers were due by 21 October 2026 at 5pm, with award expected by 14 December 2026. Quality carries 40% and price 60%. Suppliers could bid for up to three lots but be awarded no more than two.

FORESTRY INFRASTRUCTURE CONSTRUCTION & MAINETNANCE FRAMEWORK - SUPPLIER ENGAGEMENT DROP IN EVENTS Natural Resources Wales (NRW) requires this framework to appoint competent contractors to construct, maintain, repair, service, or upgrade physical structures and associated land within the Welsh Government Woodland Estate. These works enable safe and efficient timber harvesting operations. NRW wish to invite interested suppliers to the engagement sessions to discuss the framework opportunity, tender process, and future forest infrastructure work programmes. The events will be ‘drop in’ events, so there will be no set agenda. However, suppliers will be expected to register on arrival, and information on the framework will be provided. There will also be an opportunity for informal discussion with Business Wales and NRW Forest Civil Engineer representatives, and to learn of the assistance available.
