Summary of the contracting process

The Financial Reporting Council (FRC) commissioned integrated stakeholder engagement, strategic communications and public affairs support. The work includes stakeholder representation and business and management consultancy services, alongside related communications support. The FRC is the buyer. Delivery is across England, including London and the North East, North West, Yorkshire and the Humber, the East and West Midlands, the East and South East of England, and the South West. This is a single service requirement rather than separate work packages, and the procurement was considered suitable for small and medium-sized enterprises. The requirement is relevant to communications, public affairs and stakeholder engagement consultancies able to provide joined-up strategic support to a national public-sector regulator.

The procurement has been awarded and the contract is active. The FRC selected Nepean Communications Limited following an open, two-stage competitive flexible procedure. The award was made on 18 September 2026 for £460,800 excluding VAT (£552,960 including VAT). For future FRC requirements of this kind, a credible competitor would need to combine strategic stakeholder engagement, public affairs and communications expertise in one integrated service. The successful appointment shows that the buyer accepted an SME provider, so this work is not necessarily limited to large consultancies; however, the successful supplier had to present a strong quality-led offer while remaining competitive on price. The two-stage assessment gave quality substantially more weight than price, making evidence of sound strategy, relevant stakeholder experience and the ability to deliver coordinated communications particularly important alongside a viable commercial proposal. Suppliers should be prepared to support a national regulator across a broad range of English locations and to continue services over a multi-year relationship, with potential additional work of the same or similar nature.
