                "description": "It is the intention to award this contract as a framework to allow flexibility in the service provision and cover any lack of availability by the first ranked suppliers. The award of the framework will be based on the combined price and quality scores the total of which will determine the final score a tender submission receives and the ranking that an organisation achieves on the framework. The higher the ranking the more likely you are to receive works. Sub-contractors must consider that the rates they submit will affect the price score that they achieve. Business will go to the top ranked sub-contractor as a matter of course. The award of a position on the framework does not constitute guaranteed works and sub-contractors should not treat it as such. KWL reserve the right to award work to additional sub-contractors on the framework as and when needed to ensure the on-time delivery of the project.
