Summary of the contracting process

Kingstown Works Limited is procuring subcontracted works for Hull City Council’s domestic properties in Hull. The main requirement is the replacement of roofs, covering approximately 245 properties, with related packages for pitch roofing, flat roofing, shed refurbishment, relocation of television aerials and satellite dishes, and scaffolding. Suppliers can offer for one or more of five lots: Pitch Roofing, Flat Roofs, Building – Shed Refurbishment, Satellite and Aerial Works, and Scaffolding. This is construction and specialist trade work delivered to council housing properties. The opportunity is intended for subcontractors able to carry out property refurbishment and associated access, roof, building or aerial-related works, depending on the lot pursued.

The process has reached tender: Kingstown Works Limited invited offers through an open procedure. Enquiries were due by 17:00 on 27 July 2026 and tender submissions by 17:00 on 4 August 2026, with the award decision due by 4 September 2026. The framework contract is planned to run from 1 November 2026 to 30 April 2028. Its total estimated value is £2.7 million excluding VAT (£3.24 million including VAT), comprising £2 million for pitch roofing, £40,000 for flat roofs, £90,000 for shed refurbishment, £90,000 for aerial and satellite works, and £500,000 for scaffolding, all excluding VAT. Each lot is evaluated on price, weighted 70%, technical and professional ability 10%, contract delivery 10%, local economy 5% and social benefits 5%.

The opportunity suits SMEs and specialist subcontractors that can take responsibility for one or more relevant work packages. Pitch roofing suppliers need capacity for at least two properties per week; flat roofing and shed refurbishment suppliers need capacity for at least one per week; aerial and satellite specialists need capacity for at least three relocations per week. Scaffolding contractors must be NASC accredited, able to erect scaffolds to the works programme and dismantle them within five working days of an off-hire notice, subject to site approval. All bidders need to provide complete pricing using the supplied price schedule, rather than separate quotations. Performance will be monitored against programme completion, tenant satisfaction and inspected work quality. A minimum score of 50% across price and quality is required for a framework position, but appointment does not guarantee orders.

KWL are seeking Sub-contractor to carry out Roof Replacement Works to Hull City Council's Domestic Properties. It is expected that work will commence in November 2026 with works expected to be completed by April 2028. The works will cover re-roofing works to approximately 245 Properties As part of the Scheme of Works there are also requirements for additional sub-contractors for the provision of Flat Roofs, Shed Refurbishments, Relocation of Aerials and Satellites and Scaffolding. The available work packages will be awarded in Lots, as followis Lot 1 - Pitch Roofing Lot 2 - Flat Roofing Lot 3 - Building - Shed Refurbishment Lot 4 - Aerial and Satellite Relocation Lot 5 - Scaffolding

Lot Information

Pitch Roofing

Sub-contractors will be expected to complete a minimum of 2 properties per week. There are an expected 245 properties in total that will require pitch roofs. Pricing must cover all items listed on Lot 1 as listed within Document 3 - Price Schedule, failure to provide a fully completed price schedule for this lot will result in your organisation being removed from the tender at the selection stage of the process and you will not progress to the award stage of the contract. Please see section 3 - Selection Criteria for further information. Please ensure that you refer to and complete the individual tabs for each property (the individual tabs are located after the Lot tabs and start off with the listing for 2 Jipdane)- prices must be put in the columns highlighted in yellow. , When the prices are entered in the yellow columns individual property spreadsheets the price schedule will automatically populate the price per property overview tab with the relevant price information in the column highlighted in Yello (Lot 1 - Pitch Roof - Overview) All pricing must be returned on the Price Schedule provided; quotes will not be accepted. There are an expected 27 properties in total that will require Flat Roofing Pricing must cover all items listed on Lot 2 as shown within Document 3 - Price Schedule, failure to provide a fully completed price schedule for this lot will result in your organisation being removed from the tender at the selection stage of the process and you will not progress to the award stage of the contract. Pricing must cover all items listed on Lot 3 as shown within Document 3 - Price Schedule, failure to provide a fully completed price schedule for this lot will result in your organisation being removed from the tender at the selection stage of the process and you will not progress to the award stage of the contract. Satellite and Aerial Works

Sub-contractors will be expected to complete a minimum of 3 TV aerial locations per week. Pricing must cover all items listed on Lot 4 as shown within Document 3 - Price Schedule, failure to provide a fully completed price schedule for this lot will result in your organisation being removed from the tender at the selection stage of the process and you will not progress to the award stage of the contract. Scaffolding

Sub-contractors must ensure they have the capacity to erect scaffolds as per the programme of works and then dismantle within 5 working days of receipt of off hire notice. Contractors must seek and receive approval from the KWL site supervisor/charge hand prior to dismantling a scaffold to ensure all works complete. All Scaffold Contractors are required to be National Access and Scaffolding Confederation (NASC) Accredited, Sub-contractors that fail to meet this requirement should they submit a bid for Lot 5 will be removed from the tender process at the Selection Stage and will not progress to the award stage of this tender.
