Summary of the contracting process

Wirral Council is seeking providers for ethnic minority health and wellbeing services across Wirral. The four service areas are support for asylum seekers and refugees, including dispersed populations; community outreach and engagement; community health and wellbeing; and cultural awareness and inclusion training. The first service combines community-based, culturally responsive support with referrals to health, wellbeing and wider services, and aims to address health inequalities. Outreach is intended to improve awareness, access and early identification of unmet need. The health and wellbeing service focuses on prevention, early intervention and health promotion. Training is intended to build the cultural competence and confidence of workforces serving ethnic minority communities. The services are designed to improve inclusion, access and outcomes for people across the borough.

The Council invited tenders through a competitive flexible procedure, with awards to be evaluated lot by lot on the most advantageous tender. Enquiries were due by 14 October 2026 at 12 noon; tenders by 30 October 2026 at 12 noon. The planned contract period is 1 April 2027 to 31 March 2029, with an option to extend by 12 months. The estimated values are £270,000 for asylum seeker and refugee support, £300,000 for outreach and engagement, £240,000 for community health and wellbeing, and £90,000 for training. Bidders may apply for one or more lots, but normally can win no more than two; they must rank their lot preferences. For the first three lots, evaluation is 70% quality, 20% price and 10% social value. Training is assessed 80% on quality and 20% on price.

The opportunity suits providers able to deliver community-based services with ethnic minority communities in Wirral, including small and medium-sized businesses and voluntary, community and social enterprises. Relevant strengths include culturally responsive support, trusted community relationships and the ability to engage people through local networks and community settings. Strong quality proposals matter across all lots; social value forms a scored element in the first three lots and is included within the quality assessment for training.

Services are intended to improve accessibility, inclusion and outcomes for service users across the borough.

Lot Information

Asylum Seekers and Refugees (including dispersed populations)

This commission aims to develop a deeper understanding of the health and wellbeing needs of asylum seekers and refugees in Wirral enabling targeted action that reduces health inequalities and improve outcomes for these communities. The Service will provide an integrated, community-based and culturally responsive model to reduce health inequalities and improve outcomes for asylum seekers and refugees across Wirral. Through trusted community settings and effective referral pathways, it will improve access to health, wellbeing and wider support services, providing coordinated, person-centered assistance. The Service will engage asylum seeker and refugee communities across Wirral, offering targeted support to address the wider determinants of health, promote wellbeing, and increase access to services, support and opportunities.

Renewal: The Contract will commence on 1st April 2027 for an initial period of two (2) years. With an extension option for a further 12 months.

Community Outreach and Engagement

The Service will provide a community-based outreach and engagement programme that aims to improve engagement with ethnic minority communities, increase awareness of available services and opportunities, and support action to reduce health inequalities across Wirral. The Service will engage communities through trusted settings, local networks and community-based approaches, helping to improve access to information, support and opportunities that promote health and wellbeing. The Service will place a strong emphasis on prevention, community voice, community insight and the early identification of unmet need. The overall aim of the Service is to actively engage Wirral's ethnically diverse communities through sustained and consistent outreach activity.

Community Health and Wellbeing

The Service will provide an integrated, community-based and culturally responsive model for ethnic minority communities across Wirral. Through prevention, early intervention and health promotion activities, it will increase access to health and wellbeing information, support and opportunities. The overall aim of the Service is to enable ethnic minority communities across Wirral to thrive by strengthening community capacity, promoting inclusion and supporting equitable health and wellbeing outcomes.

Renewal: The Contract will commence on 1st April 2027 for an initial period of two (2) years. With an extension option for a further 12 months.

Cultural Awareness and Inclusion Training

The Service will provide a programme of cultural awareness, learning and workforce development activity to strengthen cultural competence, inclusion and equitable service delivery across organisations working with ethnic minority communities in Wirral. The overall aim of the Service is to build workforce capability and confidence to deliver accessible, inclusive and culturally responsive services, helping to reduce barriers to access, challenge stigma and improve experiences for ethnic minority communities.
