Summary of the contracting process

Livv Housing Group is procuring a framework of contractors for responsive repairs, maintenance and work to empty homes before re-letting. The requirement covers 32 separately awarded lots in two workstreams: repairs to occupied properties and voids works. Trades include joinery, general building, gas and plumbing, standard and solar electrical work, air-source heat pumps, infestation treatment, drainage, solid-fuel appliances, damp proofing and plastering, brickwork, windows and doors, groundworks, painting and decorating, and flooring. Work will support approximately 13,000 homes, mainly in Knowsley, with services also required across the wider Liverpool City Region and some properties elsewhere in the North West. Livv Housing Group’s maintenance team currently has approximately 120 operatives. Bidders may apply for one or more lots.

The procurement has reached tender: Livv Housing Group invited offers through an open procedure. Bids were due by 27 October 2026 at 12:00 UTC, with the award decision due by 27 November 2026 at 23:59 UTC. The framework is scheduled to run from 7 December 2026 to 6 December 2030. Its overall estimated gross value is £41,640,000; individual lot values range from £72,000 to £5,040,000 gross. Repairs lots are evaluated on quality at 60% and cost at 40%; voids lots use quality and cost equally at 50% each. Economic and technical selection criteria apply. Bidders can submit electronically in English. Call-off contracts may be awarded without reopening competition or through a competitive selection process, with prices set for each 12-month period and increases capped at CPI.

This opportunity suits specialist housing repairs and maintenance contractors, multi-trade building firms and smaller businesses able to deliver a defined trade lot. The lots cover both routine responsive work in occupied homes and refurbishment or making-good work in empty properties, so relevant experience should include working safely around residents or completing properties for re-letting. Gas, electrical, renewable-heating and solid-fuel suppliers should have the applicable technical competence and accreditation, including requirements for landlord gas safety checks, electrical safety testing, solar PV, battery storage and heat-pump systems. Other suitable capabilities include drainage, damp and mould treatment, joinery, plumbing, brickwork, glazing, fencing, grounds maintenance and internal finishes. Contractors should have capacity for geographically distributed housing work and be prepared to address changing external technical and accreditation standards.

Livv Housing Group has a stock of approximately 13,000 homes and whilst their main area of operation is currently Knowsley, services may also be required within the wider Liverpool City Region. In addition to this, the Group also has some outlying stock in the broader North West area. The Livv Maintenance team currently consists of approximately 120 operatives providing a range of services including responsive repairs and maintenance services, cyclical works, planned investment and voids work to ensure the Group's housing stock remains in an excellent condition. The Group is seeking bids for a framework of contractors to support Livv Maintenance in conducting responsive repairs, maintenance work and void property works across multiple lots. The framework is divided into two workstreams: 1. REPAIRS: covering responsive repairs and maintenance to occupied properties. Lots 1 to 16 2. VOIDS: covering works to empty properties ahead of re-letting. Lots 17 to 32 Each Voids lot mirrors the trade scope of its corresponding Repairs lot but is tendered and awarded separately. Bidders can bid on one or more lots. The full-service specification is included within the Supporting Information section of this tender.

Included but not limited to: internal doors, door frames, skirting boards, architrave, staircases, kitchen units and worktops, shelving, and general timber repairs

General Building (All Trades) - Repairs

Including, but not limited to: general fabric repairs, minor structural repairs, render and external wall repairs, minor masonry, glazing and window pane replacement, and multi-trade responsive repairs not covered by a specialist lot.

Gas - Repairs

Including, but not limited to: boiler servicing, repair and replacement, gas fire servicing and repair, landlord gas safety checks (CP12), and central heating system repairs.

Plumbing - Repairs

Including, but not limited to: leaks and burst pipes, WC, basin, bath and shower repair and replacement, tap replacement, water tank and cylinder repairs, and waste pipe repairs

Electrical - Standard - Repairs

Including, but not limited to: electrical fault finding and repair, socket and switch replacement, consumer unit repairs and upgrades, lighting repairs.

Electrical - Solar Specialist - Repairs

Including, but not limited to: installation, maintenance and repair of solar PV panels, inverters, and battery storage systems, and associated electrical safety testing.

Air Source Heat Pumps - Repairs

Including, but not limited to: repair of air source heat pump units, associated controls and thermostats, and integration with existing heating systems.

Infestation & Environmental - Repairs

Including, but not limited to: treatment of rodent, insect infestations, pigeon proofing.

Drainage - Repairs

Including, but not limited to: blocked drain clearance, drain repairs, gulley and drainage clearance, and soil pipe repairs.

Solid Fuel - Repairs

Including, but not limited to: servicing, repair and installation of solid fuel stoves and open fires, and chimney and flue inspection and repair.

Damp Proof (incl Plastering) - Repairs

Including, but not limited to: damp proof course installation and repair, damp and mould treatment, plastering, re-plastering, and rendering.

Brickwork - Repairs

Including, but not limited to: repointing, brick and blockwork repairs, chimney stack repairs, and minor structural brickwork.

Windows & Doors - Repairs

Including, but not limited to: UPVC and composite window unit repair and replacement, external door unit repair and replacement, glazing units, and locks and hinges.

Groundworks - Repairs

Including, but not limited to: paving and pathway repairs, boundary fencing and gate installation, and grounds maintenance requiring machinery.

Painting & Decorating - Repairs

Including, but not limited to: internal and external painting, wallpapering, and minor preparation works (filling, sanding).

Flooring - Repairs

Including, but not limited to: carpets, vinyl flooring, laminate flooring, and floor tiling.

Livv Housing Group is preparing to procure a new responsive repairs framework and is inviting interested contractors to take part in a short, optional preliminary market engagement exercise ahead of the formal tender. This involves completing a short online questionnaire, covering your organisation's details, the lot(s) you would be best placed to deliver, and your capability and capacity in those areas. Participation is voluntary, will not affect eligibility to bid, and does not constitute a pre-qualification stage or confer any advantage in the subsequent procurement.
