Summary of the contracting process

Curo Group (Albion) Ltd is procuring education and training services for its employees in South West England. The requirement is delivery of Chartered Institute of Housing (CIH) qualifications for senior housing staff: the Level 5 Diploma in Housing for Senior Housing Executives and the Level 4 Certificate in Housing for Senior Housing Managers. The provider is expected to enrol identified learners and deliver a flexible model that fits different work patterns and learning preferences. This is specialist professional development in housing management rather than general training, with the buying organisation based in Bath. The requirement is wholly for education and training services and is being treated as a light-touch public contract.

The procurement is complete and was awarded to Learning Curve Group Limited on 3 July 2026. It had one completed lot and used a below-threshold procedure under the light-touch regime; the recorded method detail is “below threshold - unknown”. The award value is £240,750 gross. The resulting contract was signed on 25 August 2026, has a gross value of £70,110 (£58,425 excluding VAT), and runs from 25 August 2026 to 6 August 2030. The earlier award period was stated as 31 July 2026 to 31 July 2029, with a possible one-year extension subject to performance. The contract includes options that could add a Level 3 Housing Services qualification, subject to agreed pricing and applicable regulations. Performance measures cover enrolment timelines, learner retention and qualification achievement rates.

This award identifies a clear requirement for a specialist housing-sector training provider able to deliver CIH Level 4 and Level 5 qualifications to experienced housing professionals. A credible competitor would need suitable CIH delivery capability, qualified tutors and the systems to enrol identified learners, manage qualification administration and support learners alongside their employment. Flexible delivery is important because the programme must accommodate different work patterns and learning preferences. Providers should also be able to demonstrate effective monitoring of enrolment times, learner retention and qualification achievement, since these are the agreed measures for performance. Experience supporting senior housing managers and executives would be directly relevant. The buyer’s reserved option for Level 3 Housing Services training also indicates value in a provider able to deliver a broader progression route within housing education.
