Respect Collaboration Trust is procuring alternative education and therapy provision for children of compulsory school age who cannot receive suitable education at school, including pupils who have been suspended or excluded. Providers will deliver alternative provision tailored to individual pupil requirements, with places purchased on an ad hoc basis according to need and provider capacity; regular core places may also be arranged in some areas. The service covers education and training provision delivered in Derby. The buyer is Respect Collaboration Trust, a sub-central public authority, with PHP Law LLP acting as procurement consultant. ID Derby CIC received one award worth £50,000 excluding VAT (£60,000 including VAT), and Pony Partnerships CIC received a separate award on the same basis; the awards must not be treated as a combined value. Each contract is scheduled to run from 1 September 2026 to 31 August 2027, with rolling annual renewals for up to five years and options for additional purchases. Evaluation weighted quality at 70% and price at 30%. Quality covered service offer, location, staffing, course provision, progress, attendance, behaviour and safeguarding, quality assurance and policies. Two bids were received.

This requirement suits education, alternative provision and therapy providers able to work with vulnerable pupils outside mainstream school. Credible competitors would need demonstrable experience delivering similar services, supported by up to two relevant public- or private-sector contract examples from the previous three years, with verifiable client contacts. Strong capability is needed in curriculum and SEND-responsive provision, pupil engagement, attendance and behaviour management, safeguarding, progress measurement, reintegration support and quality assurance. Providers should have robust policies, secure handling of pupil data, reliable staffing and transport arrangements, and effective reporting and escalation processes. The insurance profile includes public liability and, where applicable, employers’ liability and motor cover, plus cyber and abuse or sexual misconduct liability cover. The opportunity was suitable for SMEs and VCSEs, with one SME and two VCSEs reaching the final stage.

(Adhoc Therapy) Provision of Alternative Education to Respect Collaboration Trust Respect Collaboration Trust (RCT) has a statutory duty to make arrangements for the provision of appropriate education otherwise than at school, for children of compulsory school age who, by reason of suspension or exclusion from school or otherwise, will not receive a suitable education without these arrangements. The Trust are looking to run tender processes to procure suitably experienced and qualified providers to deliver their programme of Alternative Provision. Individual Tenders will be run for each type of AP Provision needed. The estimated contract value would be for all AP Provision for one academic year. As a Contract under the Light Touch Regime the contracts could be extended each year if the provision continues to be needed.

Options: The scope of this agreement is not restricted by pupil numbers. It is anticipated that places will be purchased on an ad hoc basis, dependant on the pupil's requirements and capacity of the best value provider. However, it will be possible, in some areas, for core places to be arranged on a regular basis.
