Swanage Green Seafront Stabilisation and Enhancement Scheme
Notice Description
Swanage is a popular and thriving visitor destination, situated on the south coast adjacent to the Jurassic Coast World Heritage Site. The Green Seafront Ground Stabilisation and Enhancement Project is a transformational coastal regeneration and stabilisation scheme focused on protecting, enhancing and future-proofing a key section of the town's seafront, overlooking the beach. The project includes: * ground stabilisation and slope protection works * public realm improvements, including hard and soft landscaping * supporting infrastructure works, including drainage, utilities and highways interfaces The Contracting Authority is considering a Design & Build procurement model, under which the appointed contractor will be responsible for both the detailed design and construction of the works. A New Engineering Contract (NEC) Engineering and Construction Contract will be used. The procurement model and contracting approach will be finalised following feedback captured during the Preliminary Market Engagement. The scope is expected to include: * Technical design and construction of ground stabilisation works to include the following methodologies: soil nailing, soil/slope regrading, new retaining walls, repairs to existing retaining walls * Technical design and construction of structures, including accessible toilet facilities and hard landscaping including seafront plaza area, paths, viewpoints, ramps, steps and the creation of new site accesses * Technical design and construction of foul and surface water drainage requirements * Demolition of a former WWII gun emplacement * Technical design and construction of the infill of Walrond Road to create a continuous green seafront space reusing site arisings to limit import of materials * The installation of 46 beach huts * Technical design and Installation of services (electric/water) to supply events fields, accessible toilets, beach huts and proposed semi-permanent food/drink concession unit * Enhanced replacement planting. Anticipated procurement programme At this stage, the Contracting Authority is working to the following programme: 1. Procurement Commence - November 2026 2. Contract Start - March 2027 These are indicative dates only and may be subject to change. The construction programme assumes a 27-week construction programme (including a minimum of a 4-week landscape establishment period) as follows: * Contractor site access - mid September 2027 * Completion and hand back to contracting authority - late March 2028
Planning Information
Some of Swanage's most cherished seafront public spaces - Sandpit Field, Weather Station Field, and the Spa beach hut area -are experiencing ongoing ground movement and slope instability. Cracks in retaining walls, uneven ground and erosion are putting the safety, usability, and long-term future of these spaces at risk. Home to the Swanage Carnival and numerous other regional events, Sandpit Field alone attracts over 100,000 visitors per annum - demonstrating the importance of the Green Seafront to Swanage's vibrant economy. To address this, Swanage Town Council is progressing the Swanage Green Seafront Stabilisation and Enhancement Scheme. This is a once in a generation opportunity to deliver a transformational scheme to stabilise, enhance and improve the seafront for the future in our thriving and popular seaside town. The Council, as the Contracting Authority, intends to undertake an open and transparent Preliminary Market Engagement process comprising the following activities: 1. a virtual supplier briefing open to all interested parties 2. a structured questionnaire to obtain direct feedback on a series of targeted questions The virtual supplier briefing will be held on Microsoft Teams by members of the project team at 11am on Thursday 16th July 2026. The event is anticipated to last no longer than one hour including opportunity for Q&A. Following the virtual briefing, the briefing deck and a questionnaire will be distributed. The questionnaire will seek attendees feedback on key elements of the scheme, the anticipated procurement and contracting processes. The Council has the following objectives for these Engagements: • to build market awareness of the project and share key information • develop an understanding of the potential supplier market and ensure the proposed approach is attractive to bidders and delivers a strong and competitive procurement outcome • validate the Council's balanced risk allocation strategy The session will be recorded and summarised to ensure suppliers have equal access to the same information. Organisations who wish to receive an invitation to attend should email procurement@swanage.gov.uk no later than 17:00 on Tuesday 14th July 2026 and provide all of the following information. • Name of attendee • Job role • Name and address of organisation you are representing • Email address On receipt of the above you will be added to the invitation list, and a Microsoft Teams meeting invitation will be issued during Wednesday 15th July. Following this event on 16th July, the questionnaire will be issued to all participants by the Contracting Authority with a response date of 31st July 2026.
