WUV - Communications and Engagement Consultant
Notice Description
The Weyside Urban Village (WUV) project is an Authority-led regeneration programme that will deliver a new sustainable neighbourhood comprising approximately 1,550 homes, including affordable housing, together with supporting infrastructure, community facilities, employment space, open space and environmental enhancements. As the project progresses from planning and enabling works into long-term delivery, the Authority requires a structured and professional approach to communications and stakeholder engagement to support the successful implementation of the programme. This includes maintaining effective relationships with a wide range of stakeholders, managing expectations, and ensuring that accurate and timely information is shared throughout all phases of delivery. The Authority is therefore seeking to appoint a Communications and Engagement Consultant to support the development and delivery of a comprehensive and coordinated approach to stakeholder engagement and programme communications. The requirement encompasses both strategic and operational support across the lifecycle of the project. The appointed consultant will be expected to build upon the engagement activity undertaken to date, which has involved a diverse range of stakeholders including local residents, businesses, community groups, infrastructure providers and public sector organisations. The consultant will be required to support ongoing engagement with these groups, ensuring communication is inclusive, accessible and responsive to stakeholder needs.

Renewal: The contract will be awarded for an initial period of two (2) years, with the option for the Council to extend for up to one (1) additional periods of twelve (12) months, subject to satisfactory performance, continued business need and the availability of funding.

Stage 1 - Pre-Selection Questionnaire (PSQ): Suppliers will be assessed against the published Conditions of Participation, including organisational capability, relevant experience, technical and professional ability, and capacity to deliver the contract. Responses to scored selection questions will be evaluated and the highest-ranked suppliers will be shortlisted. The Council intends to shortlist up to five suppliers to progress to Stage 2, although it reserves the right to vary this number where necessary to maintain effective competition and ensure a proportionate procurement process. Stage 2 - Invitation to Tender (ITT): Shortlisted suppliers will be invited to submit a full tender, including detailed quality and commercial proposals. Final tenders will be evaluated on the basis of the Most Advantageous Tender (MAT) using the published award criteria and weightings. The Authority reserves the right to seek clarifications and conduct limited interaction with bidders during the procurement where appropriate and in accordance with the Procurement Act 2023. Any such interaction will be undertaken in a transparent and non-discriminatory manner."
